CALL TO ORDER. <br />Meeting called to order by Chairperson Waters at 6:04 PM. <br />II. APPROVE MINUTES OF THE AUGUST 19, 1999 PUBLIC HEARING AND REGULAR <br />MEETING. <br />Motion by James Zoller to approve the minutes of August 19, 1999. Second by Melton <br />Wolters. All were in favor and the motion passed. <br />III. OPEN PUBLIC HEARING. <br />Chairperson Waters opened the public hearing at 6:05 PM. <br />CONSIDER ZONE CHANGE REQUEST #R99-002, REQUESTED FOR TRACT 13D, <br />APPROXIMATELY 10.05 ACRES OF LAND OUT OF 26.720 ACRE TRACT OF LAND <br />SITUATED IN THE ENOCH BRINSON LEAGUE, ABSTRACT NO. S, HARRIS <br />COUNTY, TEXAS. THE APPLICANT IS SEEKING A ZONE CHANGE FROM LIGHT <br />INDUSTRIAL (LI) TO HEAVY INDUSTRIAL (HI). . <br />Staffs report presented by Masood Malik. Doyle Toups, on behalf of Highway 146 and <br />225 Limited Partnership, has made application for a zone change for property located on <br />the west side of SH 146 and north of SH 225. The owner intends to develop a faality <br />with truck maintenance and rail served warehousing, which requires Heavy Industrial <br />zoning. The front of the property along SH146 will remain Light Industrial, landscaped <br />with trees, shrubs, and evergreen plantings. <br />Four public hearing notices were mailed to property owners adjacent to the site. Staff did <br />not receive any responses. <br />Staff recommended approval ~f the request. <br />If approved, the Planning and Zoning Commission requested that the owner/developer be <br />required to maintain landscaping even if it involved installation of an irrigation system. <br />1. PROPONENTS <br />Doyle Toups presented the Commission with a computer generated <br />drawing of the site in question. The Commission had concerns about <br />appearance since the property is located at the City's entrance. Mr. <br />Toups assured the Commission that appearance of the facility is a <br />priority for the owners and a great deal of attention will be given to <br />landscaping and screening. Fencing will also be installed. Ma~amum <br />consideration will be given by the owners to make the property as <br />
