Fairmont Pazk East, Secti~ght • <br />Preliminary Plat <br />8/17/00 - P & Z Meeting <br />Page 2 of 4 <br />Sidewalks <br />Staff notes that Section 5.02 of the Development Ordinance empowers the <br />Commission to require pedestrian sidewalks when it feels their inclusion will <br />serve the public interest. Staff recommends the inclusion of sidewalks along <br />all roadways in Section Eight including Driftwood .Drive. This would be <br />consistent with the Commission's actions on Sections Six and Seven. <br />Responsibility for construction of the sidewalks should be specified by <br />covenant as well as stated in writing on the Final Plat for Section Eight. <br />Parkland /Open Space <br />Attached to & incorporated as part of this staff report are two documents <br />dealing with the pazkland/open space issues for Fairmont Pazk East. <br />- Memo from John Joerns, Assistant City Manager dated 8/9/00 <br />- Letter from Fairmont Pazk East H.O.A. dated 8/4/00 <br />The Commission may wish to refer to these documents for more details. <br />However, the following points summarize the pazkland issues and concerns. <br />• The Fairmont Park East Homeowners Association Board has previously <br />contacted the City regarding parkland issues. <br />• Staff contacted the Boazd to see if there might be an opportunity to work <br />with the homeowner's association in redesigning the detention basin to <br />be usable park space. <br />• The homeowner's association was willing to discuss development of the <br />detention basin into usable parkland/open space. They also expressed <br />interest in acquiring additional parkland/open space for private use by the <br />homeowner's association. <br />• Staffvisited with Mr. Eddie Gray regarding the Association's open space <br />concerns and the possibility of securing parkland/open space by applying <br />the parkland/open space provisions of the Development Ordinance to <br />Sections Six thru Eight. If this provision were applied, the resulting <br />pazk/open space azea would be approximately 1.28 Ac. <br />• Mr. Gray indicated that he preferred not to have any pazkland/open space <br />extracted from Section Eight. He hoped to continue the platting process <br />for Section Eight without intemzptions or delays, and without changing <br />the proposed lot pattern. <br />• Mr. Gray then visited with the Fairmont Pazk East Homeowner's <br />Association President regazding their concerns. <br />
