<br />. <br /> <br />. <br /> <br />Staff Report <br /> <br />September 21, 2000 <br /> <br />COMPREHENSIVE PLAN UPDATE <br />PUBLIC HEARING <br />AND <br />RECOMMENDATION TO CITY COUNCIL <br /> <br />Bacqround: <br /> <br />The Comprehensive Plan Update was initiated with the Community Forum <br />that was held at the Sylvan Beach Pavilion in October 1998. Citizens <br />attending the Forum were asked to provide their thoughts and comments <br />about the City. <br /> <br />A steering committee was appointed by City Council that reviewed the list of <br />comments generated from the Forum. With the help of a facilitator, the <br />comments were divided into common themes. Staying with these themes or <br />chapters, the steering committee prepared Goals and Objectives that <br />addressed different areas of concern within the community. <br /> <br />The city's planning consultant, Wilbur Smith Associates, took the goals and <br />objectives prepared by the steering committee and began fonnulating the <br />different chapters that make up the Comprehensive Plan. Each chapter <br />contains Goals, Objectives, Policies, and Actions. <br /> <br />As the planning consultant prepared chapters of the Plan, the steering <br />committee would review the documents and make comments. Additionally, <br />the City's Executive Staff would review the chapters as they became <br />available. The task of reviewing the chapters was completed by December, <br />1999. The consultant incorporated comments from the steering committee <br />and city staff and submitted a second draft of the Plan by the end of <br />February, 2000. <br /> <br />The Commission began their fonnal review of the document on March 9, <br />2000. Members of the Steering Committee were present and provided <br />comments to the Commission. Staff and the consultant were on-hand to <br />present the following Chapters to the Commission. <br />1.
