Staff Report April 19, 2001 <br />Zone Change Request #R O1-003 <br />Requested by: Frank L. Madden, Owner's agent <br />Requested for: W '/z of LT 372, La Porte Outlots <br />Location: 9803 North Avenue P <br />Present Zoning: Mid -Density Residential (R-2) <br />Requested Zoning:. General Commercial (GC) <br />Background: The property in question is approximately 5.00 acre tract described as w '/2 <br />of LT 372, La Porte Outlots, Harris County; Texas. The tract above is <br />occupied by a wood frame house located at 9803 North Avenue P, <br />approximately 500 ft. east of Underwood Road. The property is within the <br />vicinity of H. B. Zachry, Belmont Ind., residential, and other undeveloped <br />lots along North P Street and Underwood Road. <br />The purpose of rezoning is to allow construction of an office/warehouse <br />facility at this site. The applicant is seeking this rezoning as a means to <br />improve the facility to its best possible use. <br />Analysis: The R-2 classification is ,intended to accommodate housing development <br />with overall density. of 8-10 dwelling units per acre. The Comprehensive <br />Plan calls for R-2 zones to be located adjacent to major thoroughfares, which <br />have the capacity to support more intense residential uses and adjacent to <br />and in support of activity, open space and amenity areas. <br />In considering this request, Staff has reviewed the applicable chapters of the <br />Comprehensive Plan. These chapters include; land use, transportation, <br />utilities, and redevelopment strategy. <br />Land Use — The Land Use Plan indicates this area envisioned as developing <br />as mid to high density residential with front along Underwood road as <br />commercial uses. The, : tract in question is within the vicinity . of <br />commercial/industrial establishments along Underwood Road. <br />Conformance of a zoning request with the land use plan is one consideration <br />among severalcriteria to be considered in approving or denying an <br />application.
