Fairmont Park Baptist Church <br />SCU01-003 <br />July 19, 2001 <br />Page 2 of 3 <br />Specific provisions for protecting neighborhoods are found in Section 106 - <br />334 of the Code of Ordinances. Residential performance standards, as they <br />apply to this request, may include the following: <br />Landscape buffers — Buffers are necessary to preserve the value of the <br />homes, reduce adverse effects of traffic, lighting, noise, dust and odor, and to <br />protect the homeowner's privacy by requiring spacing and screening <br />between uses of different types or intensities. Although none are indicated <br />on the submitted application, landscape buffers could be used as a means to <br />reduce some of the adverse affects from the proposed recreational activities. <br />Attached is Figure 9.8 from the Comprehensive Plan that demonstrates some <br />neighborhood protection standards. <br />Setbacks — The subject tract is only partially developed which provides <br />reasonable opportunities to adjust the placement of the proposed recreational <br />activities. Placing these outdoor activities closer to the center of this 6.5 -acre <br />tract may help reduce some of the impacts imposed on adjacent residential <br />property. <br />Facility Design / Construction — At this time, the only apparent adverse <br />impact associated with the proposed outdoor recreation activities is noise. <br />Consideration should be given regarding the design and construction of the <br />proposed facilities to include insulation, baffling, muffling, or other means to <br />reduce noise emissions. <br />Summary/Recommendations • in considering any application for a special conditional use <br />permit, the Commission shall give due regard to the nature and condition of <br />all adjacent uses and structures. The Planning and Zoning Commission may <br />recommend disapproval of an application for a Special Use Permit or <br />approval subject to such requirements and conditions with respect to <br />location, construction, maintenance and operation, in addition to the <br />regulations of the district in which the particular use is located, as they may <br />deem necessary for the protection of adjacent properties and public interest. <br />Based on items discussed in this report, staff recommends approval of the <br />Special Conditional Use Permit with the following conditions: <br />1) That the proposed outdoor recreational activities be centrally located <br />within the 6.5-acre tract. <br />2) That landscaping and screening be provided that will buffer the <br />existing residential areas from the proposed outdoor recreational <br />activities. <br />3) That consideration is placed on design of the facilities to reduce <br />noise emissions. <br />4) That a site plan be submitted for consideration by the Planning and <br />Zoning Commission. Said site plan shall demonstrate the <br />aforementionedt conditions. <br />
