Planning and Zoning Commis~n • <br />Minutes of February 21, 2002 <br />Page 2 <br />1. PROPONENTS <br />Eddie Gray, developer of Fairmont Pazk Subdivision, addressed the <br />Commission. Mr. Gray has been working closely with the <br />Homeowner's Association. In response to a question posed by <br />Commission Member Wolters about drainage, Mr. Gray stated the <br />detention pond was designed to serve the subject area and drainage <br />will improve once the area is worked and streets are constructed. <br />Mr. Gray requested the zone change be considered without the <br />changes recommended by staff. <br />Dave Klingman addressed the Commission. Mr. IClingman has lived <br />in the Fairmont Park East Subdivision for 11 years, sat on the <br />homeowner's association boazd for 7 years, and currently serves as <br />vice-president. He agrees with Mr. Gray's plans for the rezone. <br />2. OPPONENTS <br />No opposition was present. <br />IV. CLOSE PUBLIC HEARING. <br />Chairperson Waters closed the public hearing at 6:30 PM. <br />V.. CONSIDER RECONIlVIENDATION TO CITY COUNCIL REGARDING <br />REZONE REQUEST #R02-001. <br />Motion by Melton Wolters to recommend City Council approval of Rezone <br />Request #R02-0O1, as originally submitted by the applicant, rezoning <br />approximately 16.617 acres of land out of the W.M. Jones Survey, A-482 <br />(Fairmont Pazkway @ Driftwood) from General Commercial (GC) to Low <br />Density Residential (R-1). Second by Dottie Kaminski. All were in favor and <br />the motion carried. <br />VI. DISCUSS RESOLUTION N0.2002-20 REGARDING A 180-DAY <br />MORATORIUM ON NEW CONSTRUCTION IN THE MID AND HIGH <br />DENSITY RESIDENTIAL ZONING DISTRICTS. <br />Assistant City Attorney John Armstrong explained the 180-day moratorium on <br />the issuance of building permits for mid and high density residential projects. <br />The purpose is to give the Commission time to develop new regulations relating <br />to matters such as building height, setbacks, density, etc. <br />
