CONSIDER SPECIAL CONDITIONAL USE PERMIT REQUEST #SCU02-002, <br />FOR PROPERTY LOCATED IN .THE 2000 BLOCK OF POWELL ROAD (SOUTH <br />16TH STREET). THE APPLICANT PLANS TO DEVELOP PHASE I: A RAIL- <br />ORIENTED WAREHOUSE FACILITY TRANSPORTING PRODUCTS BY RAIL <br />AND TRUCKS. THIS FACILITY IS ZONED PLANNED UNIT DEVELOPMENT <br />(PUD). <br />The developers were given an opportunity to describe their proposed development and <br />staff was available to answer questions from the Commission. <br />Stuart Haynsworth addressed the Commission. Mr. Haynsworth stated the <br />Commission previously granted approval for the project but circumstances prevented it <br />from being developed. Favorable conditions now make this a good time to move <br />forward. He noted that Doyle Toups, of Grubb 6x Ellis, and Gordon Westergren, a <br />developer, are associated with the project and are available for comment. Mr. <br />Haynsworth stated there are no plans to include provisions for rail traffic east of 16~` <br />Street. Rail traffic across Fairmont Parkway should be reduced with the current plan. <br />Assistant City Attorney, John Armstrong, asked about the status of funding for the <br />overpass. Mr. Kneupper noted that Harris County and the Port of Houston have moved <br />toward funding construction of the overpass. Chairperson Waters recommended the <br />$50,000.00 committed by the applicant to help fund the overpass, be diverted to <br />another project related to this development. <br />To help bring the Commission up to date, Mr. Kneupper reviewed the Development <br />Agreement, with related exhibits, as presented in staff's report. <br />Mr. Toups addressed the Commission. Mr. Toups stated they have a buyer ready to <br />close the sale of the property. <br />1. ~ PROPONENTS <br />Mr. Haynsworth and Mr. Toups were the only speakers in favor of the project. <br />2. OPPONENTS <br />Bernazd Legrand, 3115 Layne Court, on behalf of Bayside Terrace Civic Club, <br />and on behalf of Paul Berner of the Old Hwy. 146 Committee -Believes this <br />development would be bad for the residential area located across the highway. <br />Commission received a hard copy from Mr. Legrand outlining his discussion <br />items. <br />Peggy Antone, 8418 Collingdale -Pleased with the plan, but has concerns <br />about the project timeline, the estimate of truck traffic generated by <br />development and the danger of trucks turning onto SH 146.
