~NING AND ZONING COMMISSI~ MINUTES OF JUNE 20, 2002 Members Present: Betty Waters, Dottie Kaminski, Ross Morris, Pamela Baldwin Members Absent: Hal Lawler, Ralph Dorsett (Note: Melton Wolters resignation effective 6-18-02) City Staff Present: Assistant City Manager John Joerns, Director of Planning Doug Kneupper, City Planner Gwen Goodwin, Planning Coordinator Masood Malik, Planni g Secretary Peggy Lee I. CALL TO ORDER Chairperson Waters called the meeting to order at 6:05 PM. II. APPROVE MINUTES OF THE MAY 16, 2002, REGULAR MEETING. Motion by Ross Morris to approve the minutes of May 16, 2002. Second by Pam Baldwin. All were in #avor and the motion carried. III. DISCUSS POTENTIAL AMENDMENTS TO THE LAND USE ZONING MAP. Chairperson Waters welcomed Assistant City Manager John Joerns to the workshop. Mr. Joerns addressed the Commission, •on behalf of the Tax Increment Reinvestment Zone (TIRZ) Board Chairman, Alton Porter, who was unable to attend. Mr. Joerns briefly explained how a TIRZ works. He asked that the Commission, while reviewing the City's Zoning and Land Use Maps, consider resolving conflicts that currently exist between the goals and objectives of the TIRZ and the Land Use Map. Commission Members will be provided a hard copy of a power point presentation used to describe the TIRZ. The Commission •and •staff reviewed the Land Use Map and identified locations that should :possibly be considered for rezoning. The review focused on the area between Galveston Bay and Brnadway. The Commission would like to study the area between Broadway and SH 146 during the next workshop. IV. HEAR STAFF REPORTS. There were no staff reports. v.
