• • <br />PLANNING AND ZONING COMMISSION <br />MINUTES OF DECEMBER 19, 2002 <br />Members Present: Betty Waters, Dottie Kaminski, Hal Lawler, Ralph Dorsett, Ross Morris, <br />Doretta Finch <br />Members Absent: Pamela Baldwin <br />City Staff Present: Director of Planning Doug Kneupper, Assistant City Attorney John <br />Armstrong, City Planner Gwen Goodwin, Planning Coordinator Masood <br />Malik, Planning Secretary Peggy Lee <br />I. CALL TO ORDER PUBLIC HEARING AND REGULAR MEETING. <br />Chairperson Waters called the meeting to order at 6:00 P.M. <br />II. APPROVE MINUTES OF THE NOVEMBER 21, 2002, REGULAR MEETING AND <br />PUBLIC HEARING. <br />Chairperson Waters suggested a correction to the minutes. <br />Motion by Ralph Dorsett to approve the minutes of November 21, 2002, with the <br />following corrections: <br />Item IV, No. 2.PROPONENTS: Add Pete Fetcher to list of proponents. <br />Item IV, No. 3 OPPONENTS. Change to: "No opposition was presented" <br />Second by Doretta Finch. The motion carried with all in favor. <br />III. OPEN PUBLIC HEARING TO CONSIDER REZONE REQUEST #R02-002 FOR <br />20.7 ACRES OF LAND LOCATED ALONG EAST BARBOUR'S CUT BLVD. THE <br />REQUEST, AS SUBMITTED BY THE PORT OF HOUSTON AUTHORITY, SEEKS <br />TO REZONE THE PROPERTY FROM BUSINESS INDUSTRIAL (BI) TO <br />PLANNED UNIT DEVELOPMENT (PUD) DISTRICT. <br />Chairperson Waters opened the public hearing at 6:02 P.M. <br />1. STAFF PRESENTATION <br />Ms. Goodwin presented staff's report. The Port of Houston has requested a <br />rezone of 20.7 acres along East Barbour's Cut Blvd., from Business Industrial to <br />Planned Unit Development, for the purpose of constructing a truck pre-check <br />facility. As proposed, the facility will have two entries and an exit along <br />Barbour's Cut Blvd. Such a facility is not permitted in a Business Industrial Zone. <br />
