#R 03-003 <br />P&Z 4/17/03 <br />Page 3 of 4 <br />Transportation — The City's Thoroughfare Plan shows Canada Road as a <br />primary arterial, a four -lane divided with a right-of-way capacity from <br />Fairmont Parkway to Spencer Highway. The easement dedication and right- <br />of-way access studies for Canada Road widening are underway. These <br />easements will be improved into a continuation of Canada Road project from <br />Fairmont Parkway to Spencer Highway, providing access to the City's <br />proposed park. However, City Council has not yet indicated any timeline for <br />the design and development phase of the project. So far, no funds have been <br />allocated for the said.project. <br />Utilities Currently, no public sewer existing for the subject tract. Sewer <br />service is provided by an on -site septic system. The utility feasibility studies <br />have been completed for this area, but implementation of the study <br />recommendations has not occurred. The infrastructure was not analyzed in <br />detail to ensure that sufficient capacity exists. However, public facilities and <br />services are sufficient to handle the supply of potable water and fire <br />protection in the neighboring residential areas. Storm water drainage or <br />regional detention will be an issue that will be reviewed carefully with the <br />future development in the vicinity. <br />Conclusion: <br />Based on the above analysis, staff finds the requested change is not <br />compatible with the zoning and uses of nearby properties. The tract in <br />question is- not suitable for the requested change to PUD. The development <br />within the subject tract will negatively impact the surrounding properties and <br />may harm the value of nearby properties. Furthermore, it will have a <br />significant impact on the traffic conditions in the area and utilities would be <br />affected. <br />In reviewing this request the Commission should consider the following: <br />• There was no apparent error in assigning the present zoning <br />designation to the tract in question. <br />• There have been no changes in the area that warrant a change to the <br />zoning designation. <br />• The applicant's requested zoning does not conform with the present <br />zoning of the surrounding properties. <br />• Furthermore, the requested designation is not compatible with the <br />goals and objectives of the City's Comprehensive Plan. <br />Options available to the Commission are: <br />
