w <br />Staff Report May 15, 2003 <br />Zone Change Request #R 03-004 <br />Requested by: Analytic Stress Relieving, Inc. <br />Requested for: Lots 1-30, Block 716, Town of LaPorte <br />Location: 111 North 16t` Street <br />Land Use: Commercial Industrial <br />Present Zoning: Business Industrial (BI) <br />Requested Zoning: Light Industrial (LI) <br />Surrounding Zoning: <br />North - Light Industrial (LI) <br />South - Business Industrial (BI) & LI <br />East - LI & GC <br />West - BI <br />Background: The property in question consists of 2.25-acres described as lots 1 thru 30, <br />block 716, Town of LaPorte, as per H.C.D.R Volume 58, Page 461, <br />Johnson Hunter Survey, Abstract 25, City of La Porte, Harris County, Texas. <br />The subject tract has existing buildings used as office and shop. The facility <br />has been used for light manufacturing since the mid 1980's. The subject <br />property is within the vicinity of major commercial and industrial businesses <br />in LaPorte. The property is surrounded by Industrial Container Services and <br />Gulf State Protective Coating, Inc. to the north, Spencer Highway to the <br />south, Pfeiffer & Sons (Electrical Contractors) on the east and CSI <br />Vegetation Management Specialist on the west. <br />The applicant is primarily engaged in the heat treating of metal products <br />(SIC# 3398). This process involves a large 20' overhead crane that moves <br />along a rail. The process occurs outside and is visible to the public. The <br />applicant wants to expand the business by adding another crane on the site. <br />Staff discussed the several options with the applicant. In the first scenario, <br />involves numerous non -conforming issues associated with this site: several <br />buildings encroach into the front and side setbacks, the front fence <br />encroaches into the front setback, existing parking does not provide a <br />backing isle, landscaping is deficient, and heat treating is a non -conforming <br />L <br />
