His comments are noted under "Proponents". <br /> <br />Assistant dty Manager John Joerns addressed the Commission. Mr. Joerns noted there <br />have been many iterations of the development plan. He explained Staff's concerns about <br />response. times for getting emergency services to the proposed development. Staff has <br />also been working on land use issues, <br /> <br />IV. CLOSE PUBUC HEARING: <br /> <br />Chairperson Waters closed the public hearing at 7:00 ?M, <br /> <br />V. CONSIDER RECOMMENDATION TO CITY. COUNCIL REGARDING SPECIAL <br />CONDITIONAL USE PERMIT #SCUOj,002. <br /> <br />General discussion about. the development continued. Mr. Finan presented Staff's <br />recommendation .for approval of the Special Conditional Use Pennit and Gen~ Plan, with <br />conditions.' . <br /> <br />. Motion by Doretta Finch to table a recommendation to City Council regarding Special <br />, Conditional Use Pennit #SCU03,002. Second by Hal Lawler. REVIEW .DRAFr WATER SYSTEM DESIGN CRITERIA CHAPTER OF THE PUBUC <br />IMpROVEMENT CRITERIA MANUAL. <br /> <br />Robert Cummings, SuperviSing' Engineer for the City, addressed the Commission. Mr. <br />Cummings presented a summary of the .draft Water System Design Criteria Chapter. of the <br />Public Improvement Criteria Manual. While currendy in draft form, Staff will return this item <br />for a public hearing .at the Commission's' next meeting. <br /> <br />. VII. REVIEW CITY OF LA PORTE BICYCLE ANP PEDESTRIAN TRAIL IMPLEMENTATION <br />. PIAN.:' , . <br /> <br />Stephen Barr, Director of Parks and Recreation for the City, addressed the Commission.' Mr. Barr <br />informed the COImni~sion that the Bicycle and Pedestrian Trail Implementation Plan was <br />approved. by City Council in June. The plan includes 38 miles of trails at a cost of ten million <br />dollars over a 20'year period, The City has received a grant for $568,000 from the Texas <br />Department of Transportation's Safe Routes. to School Program. The funds will be use<;! for <br />installation of a hike/bike pedestrian trail along Broadway from Fairmont Parkway to Bayshore <br />Bementary. Mr. Barr briefly spoke on other elements of the Plan. <br />
