CALL TO ORDER. <br />Chairperson Waters called the meeting to order at 6:00 P.M. <br />II. ADMINISTER OATH OF OFFICE TO ALTERNATE MEMBERS HAL LAWLER AND <br />ROSS MORRIS. <br />John Armstrong administered the Oath of Office to Alternate Members Hal Lawler and <br />Ross Morris. <br />111. APPROVE MINUTES OF THE OCTOBER 16, 2003 REGULAR MEETING & PUBLIC <br />HEARING. <br />Motion by Nick Barrera to approve the Minutes of October 16, 2003. Second by Kirby <br />Linscomb. The motion carried. <br />Ayes: Barrera, Linscomb, Kaminski, Berner, Finch, Dorsett, and Waters <br />Nays: None <br />Abstain: None <br />IV. OPEN PUBLIC HEARING TO CONSIDER REZONE REQUEST #R03-007 FOR 0.550 <br />ACRE OF LAND LOCATED IN THE 10000 BLOCK OF SPENCER HIGHWAY, <br />FURTHER DESCRIBED AS PT. OF TR 8A, W.J. PAYNE SUBDIVISION, CITY OF LA <br />PORTE, HARIS COUNTY, TEXAS. THE APPLICANT, EDDIE V. GRAY, SEEKS TO <br />REZONE THE PROPERTY FROM LOW -DENSITY RESIDENTIAL (R-1) TO GENERAL <br />COMMERCIAL (GC). <br />Chairperson Waters opened the public hearing at 6:05 P.M. <br />A. STAFF PRESENTATION <br />Masood Malik presented staffs report. Eddie Gray has requested a zone change <br />for property in the 10000 block of Spencer Highway that is the remainder of a 17- <br />acre tract previously rezoned to low density residential for the proposed Fairmont <br />Park East Section Eleven. <br />
