Jones Surve , A-482. <br />A licant Trans ort Realt ,Inc. <br />Present Zonin Medium Densit Residential -2 <br />Requested Zoning High Density Residential (R 3) <br />Acreage to be Rezoned 18.3473 acres <br />Surrounding Zoning North Medium Density Residential (R 2) <br />East Low Density Residential (R 1) <br />South Medium Density Residential (R 2) <br />West R 2, Cit 's Parkland <br />Land Use Mid to Hi Densit Reside~ial <br />Activit Pro osed Multi-Famil Residential <br />Summary: • The applicant is requesting a rezoning of this property from <br /> Medium-Density Residential (R-2) to High Density Residential (R- <br /> 3) for proposed multi-family development. <br />• The adjacent properties in all directions are zoned residential. <br />• The subject property is just south of a preexisting and non- <br /> conforming warehouse along Canada Road. <br />• The City's proposed park on a 33 acre tract along Canada Road is to <br /> the west of the said property. <br />• An overall area is earmarked for mid to high density residential uses <br /> in the La Porte Comprehensive Plan. <br />• The plan will be developed in two phases. In the 1" phase, the <br /> applicant intends to develop 100 units of 2 story multi-family <br /> apartments on 9 acres tract using Housing Tax Credit. <br />• The effect of the change from R-2 to R-3 should not have an <br /> adverse impact upon the surrounding properties. <br />• Public services need to be extended to serve the facility. The <br /> owner/developer shall be responsible to provide infrastructure for <br /> this proposed development. <br />• An easement dedication and ROW access studies for Canada Road, <br /> a four lane divided with ROW capacity, is in progress. No timeline <br /> has been indicated for its improvement yet. <br />• Fairmont Parkway and Spencer Highway should have adequate <br /> capacity to handle the traffic generated by this proposed site. <br />• The impact upon the public health, safety, and welfare of the City <br /> should be minimal. <br />Recommendation: <br />• <br />Staff recommends approval of the zone change request #R04-002. <br />• Approval of plats and construction drawings will need to be in <br /> accordance with the City's new multi-family regulations. <br />• Agreement for the provision of public services within this project <br /> will need to be executed between the City and the owner/developer. <br />Actions required by • Recommend to Council approval of this rezone request #R04-002 <br />the Commission: • Recommend to Council denial of this rezone request #R04-002. <br />• Table this item for further consideration by the Commission. <br /> <br />
