<br />Fainnont Park East, Section Eleven a Plat <br />5120/04 - P & Z Meeting <br />Page 2 of4 <br /> <br />. <br /> <br />As a part of the Commission's conditional approval of the preliminary plat, <br />the applicant submitted a rezone request. The Planning and Zoning <br />Commission held a public hearing at their November 20, 2003 meeting and <br />recommended it to City Council. City Council approved the zone change <br />request at their January 12, 2004 meeting. So, the applicant fulfilled last of <br />the above conditions. <br /> <br />The applicant submitted a Final Plat for Fairmont Park East Section Eleven, <br />a residential subdivision off Myrtle Creek Drive and Spencer Highway. As <br />shown on the plat, there are 4 blocks and 62 lots with two points of access <br />into the subdivision at Myrtle Creek Drive and Spencer Highway. <br /> <br />Analvsis: <br /> <br />Section 4.03 and Appendix D of the City's Development Ordinance establish <br />review criteria for major subdivisions. Staff also used criteria in the City's <br />Zoning Ordinance and Comprehensive Plan to review this project. <br /> <br />Land Use - The project's proposed residential use conforms to the character <br />of the surrounding land uses and the R-l zoning district. Properties adjacent <br />to the proposed subdivision are overwhelmingly residential with some <br />commercial developments along Spencer Highway. An Unrestricted <br />Reserve (0.55 acre), at the southwest corner of the subdivision along Spencer <br />Highway, is zoned General Commercial. <br /> <br />As per Commission's action on the preliminary plat, the developer has <br />provided a 30' landscaping easement along Spencer Highway just south of <br />lot 1 of Blocks 1 and 3. As a result, the property lines for lots 1-5 of block 3 <br />and lots 1-7 of block 1 were reconfigured. The purpose here is to ensure that <br />the proposed housing units are located at adequate distance from the <br />intersection with Spencer Highway. <br /> <br />Transportation/Interior Circulation - The proposed subdivision is to be <br />located just north of Spencer Highway (100' ROW) and along east and west <br />of Myrtle Creek Drive (80' ROW), a primary access to the Creekmont <br />Subdiyision. Section Eleven east & west have accesses on Myrtle Creek <br />Drive as well. The proposed subdivision shows internal streets with 50' of <br />public right-of-way. Spencer Highway, a primary arterial, should easily <br />accommodate the traffic generated by this development. The proposed <br />development is in conformance with the City's Development Ordinance and <br />the Thoroughfare Plan. <br /> <br />Sidewalks - The developer shall be responsible to construct sidewalks along <br />both sides of all public streets within the subdivision and along detention <br />area to connect block 2 and block 3 at King William Drive. Staff <br />recommends sidewalks along east and west of Myrtle Creek Drive and along <br />Spencer Highway up to Big Island Slough on the east and towards west end <br />of the subdivision line. <br />
