The property at 900 Park Ave: (Happy Harbor Apartments) - <br />is currently zoned Low -Density Residential. The surrounding existing uses <br />are primarily'single-family residential with some vacant properties and parks <br />in the vicinity. The proposed rezone seems to be compatible in making <br />current development "more conforming'. <br />The intent of this rezone is for a 63:units expansion project of the Happy <br />Harbor Methodist Home for senior citizens. As the process continues, the <br />following issues will need resolution/yariances to.include the City's Zoning <br />Board of Adjustment action. <br />• Distance —1,000 ft. from other multi -family residential development <br />! Density—14-dwelling units per acre; <br />• Parking. <br />• Landscaping' . <br />• Street closing. <br />Conformance of a zoning request with the land use plan is one consideration <br />among several criteria to be considered in approving. or denying a rezoning <br />application. Other criteria may include: <br />• Character.ofthe surrounding and.adjacent areas; <br />• . Zoning and uses -of nearby properties; <br />• Suitability. of the property for the uses permissible within the zoning <br />designation; <br />• Extent to which approval of the application would detrimentally affect of <br />substantially harm the value of nearby properties; <br />• Extent to. which the proposed use designation would adversely affect the <br />carrying capacity o€ existing infrastructure; and, <br />• The'gain, if any, to the public health, safety, and welfare.of the City. <br />Streets — The proposed development will be located between Bayshore <br />Drive and Bellaire Ave. (40'. R.O.W.). This. street will be petitioned to be . <br />closed to facilitate the proposed development. Staff will ensure the closing <br />and abandoning of service lines within the right-of-way.
