Low -Density Residential (R-1) <br />West Low Density Residential -1 <br />Land Use <br />Residential <br />Activity Proposed <br />Senior Apartment Complex <br />Summary: <br />• The applicant is requesting a zone change from Low -Density Residential (R 1) & Medium -Density Residential <br />(R 2) to High -Density Residential- (R 3) for proposed senior apartment complex of the Happy Harbor Methodist. <br />Home, Inc. <br />• The Happy Harbor Methodist Home is located at 1106 Bayshore Drive adjacent to the Galveston Bay. The <br />facilityserves the senior citizens. The property is zoned Medium -Density Residential (R 2). <br />• The tract (2.5 acre) across from the street is the site for the proposed 63-units senior apartment complex. It is <br />zoned, however, Low -Density Residential (R-1). <br />• The tract in question has a pre-existing, non -conforming apartment building for seniors. That building is located <br />at 900 Park Avenue. <br />• The subject property is in the vicinity of single-family residential, Sylvan Beach, and Seabreeze Park. <br />• The area is earmarked for residential uses in the Land Use Plan. ' <br />• The: overall. impact on public services should be -minimal. - Analysis indicates. sufficient Water and _ Sewer <br />Capacity.. <br />is Streets/roads should have adequate capacity to .handle the traffic generated by this proposed development. <br />• -.It is anticipated that the applicant will request Bellaire to be closed. <br />An anticipated expansion of the senior apartment complex will require variances for density, parking etc. <br />Recommendation: <br />• The requested change is compatible with the zoning and uses of nearby properties. <br />• The change will unify an entire tract under a single zoning classification & make current land use (not development) <br />conforming. <br />• The property in question seems reasonable for the requested change in,mder to allow the proposed project <br />• The development within the subject tract will not negatively impact the surrounding properties and will not harm the <br />value of the nearby properties. <br />• In addition, it will'not have significant impact on'the traffic conditions in the area. <br />Staff recommends approval of the zone change request. <br />Actions required by the Commission:. <br />• Recommend to Council approval of this rezone request #1104-007. <br />• Recommend to Council denial of this rezone request #R04-007. <br />• Table this item for further consideration by the Commission. . <br />
