• • <br />E. Deceleration lanes for right-turns into driveways shall be required if necessary as determined by a <br />TIA to minimize driveway/roadway conflicts. Such determination may be based on a TIA that the <br />City of La Porte may require of the developer. <br />1. No driveway shall be permitted within the transition area of a right-turn or deceleration <br />lane, unless otherwise approved by the Director of Planning or his designated appointee. <br />2. The developer shall be responsible for the design, ROW adjustment of utilities, and <br />construction costs of any auxiliary and deceleration lane required as a condition of these <br />driveway design criteria. <br />3. An additional 10 foot street easement shall be provided for the deceleration lane itself for <br />non-residential developments where it is deemed necessary by the City of La Porte. <br />4. Refer to Article 6.03, Section H of PICM for deceleration/auxiliary lane design standards. <br />5. No fence, wall, screen, sign, structure, foliage, hedge, tree, bush, shrub, berm, driveway <br />planting, parking, or any other item, either man-made or natural shall be erected, planted, <br />or maintained in a position that will obstruct or interfere with a driver's clear line of sight <br />within the sight triangle as mentioned in Article 7.09, Section B above. <br />6. Minimum Right Turn Lane Storage (Use the minimum storage bay length set forth in <br />Article 6.03, Section I, Clause 1 of these design criteria for right turn lanes.) <br />a. A minimum separation of ] 0 feet shall be provided from a preceding driveway <br />curb return to the transition of a right-turn lane. <br />b. No driveways are permitted within the transition area of the right turn lane under <br />any circumstances. <br />7.10 UTILITY COORDINATION <br />A. Avoid placing new manholes, new fire hydrants, new water valves, new water meters or other <br />appurtenances in existing driveways or in the street in front of, or immediately adjacent to, an <br />existing driveway except by explicit permission of the City of La Porte. <br />B. Culverts: <br />1. Residential <br />a. Residential culverts shall be reinforced concrete pipe. Corrugated metal pipe <br />will not be approved. <br />b. Corrugated Plastic Pipe may be used in lieu of concrete pipe if the <br />manufacturer's recommendations for depth of cover and bedding requirements <br />can be met. If the manufacturer's recommendations are less than the City of La <br />Porte minimums per the standard details, then the City of La Porte depth of <br />cover requirements shall be used. <br />c. Culverts shall be placed at all driveway and roadway crossings, and other <br />locations where appropriate in open ditch roadway sections. There shall be no <br />distinction made between driveway culverts and the underground storm sewer <br />system in closed conduit curb and gutter street sections. <br />d. Residential culverts must be purchased by the landowner. <br />e. Residential culverts 36 inches in diameter and larger must be purchased in 4 foot <br />sections. <br />f. Residential culverts and appurtenances will be installed by the City of La Porte <br />Public Works Deparhnent in open roadside ditch situations provided they are 36 <br />inches in diameter or smaller. Residential driveway culverts larger than 36 <br />inches in diameter shall be installed by a private contractor of the owner's <br />choosing at the owner's expense. <br />2. Driveway culverts will be sized by the City of La Porte Planning Department except when the <br />proposed driveway will tie into an Harris County or Texas Department of Transportation <br />Driveway Requirements Page 7 of 10 <br />
