OPEN WORKSHOP TO DISCUSS FUTURE DEVELOPMENT OF "PANATTONI", A PROPOSED <br />INDUSTRIAL COMPLEX/WAREHOUSE AND DISTRIBUTION FACILITY OFF OLD UNDERWOOD <br />ROAD ~ SH 225. <br />Workshop opened by Vice-Chairperson Kaminski at 6:05 P.M. <br />Mr. Malik briefly spoke about Panattoni's plans for a Planned Unit Development at SH 225 and Old <br />Underwood Road, to be known as Highway 225 Industrial Park. <br />Bob Wheless, of Panattoni Development, addressed the Commission and introduced Brent Shirley, of <br />Panattoni Construction Company. Mr. Wheless described plans to develop a major, rail-served <br />industrial warehouse complex. The Commission and Mr. Wheless discussed the following items: <br />^ Traffic flow/control and volume <br />^ Rail volume <br />^ Hours of operation <br />• Ingress-egress <br />^ Detention <br />^ Materials <br />^ Landscaping <br />^ Construction timeline <br />The workshop concluded with no action being taken by the Commission. <br />5. CONSIDER RECOMMENDATION TO CITY COUNCIL REGARDING SPECIAL CONDITIONAL USE <br />PERMIT REQUEST #SCU04-013 FOR THE PROPOSED PROJECT "PRESERVE AT TAYLOR <br />BAYOU" TO BE LOCATED AT SOUTHEAST CORNER OF MCCABE ROAD AND SH 146. (PUBLIC <br />HEARING HELD ON AUGUST 19, 2004, MEETING.) <br />Interim Planning Director, Wayne Sabo, presented staffs report. The applicant, Robert Burchfield, has <br />plans to develop 180-unit apartments and 150 townhomes in the 1200 Block of McCabe Rd., to be <br />known as "The Preserve at Taylor Bayou." Staff recommended approval of the Special Conditional Use <br />Permit and General Plan. <br />Motion by Nick Barrera to recommend to City Council, approval of Special Conditional Use Permit <br />#SCU04-013 and General Plan for the proposed "Preserve at Taylor Bayou" to be located at the <br />southeast corner of McCabe Road and SH 146, with the following conditions: <br />1. An overall density of the multi-family (apartments) and townhomes shall not exceed 14 <br />and 10 dwelling units per acre respectively. <br />2. The nature preserve "conservation easement' ownership and responsibility for its <br />maintenance must be established. The City requirement for compensating open land will <br />apply. The City must approve the conservancy dedication instrument. <br />3. The applicant/developershaIl be responsible for the maintenance of the 77.52 Conservation <br />Easement until transfer of ownership and/or responsibility. <br />4. The public shall have access to the conservation area using trails that are constructed <br />and maintained by the applicant/developer. City intends to control the hours of <br />operation. <br />5. Provide an irrigation system to ensure that all landscaping and screening is properly <br />maintained by the owner/developer. <br />
