Barbour's Cut Blvd. <br />Legal Description 21.289 acres being out of Lots 367, 368, 369, 369A, <br />and 370, La Porte Outlots <br />A licant - Port of Houston Authorit <br />Present Zonin Planned Unit Develo ment PUD <br />Requested Zoning Planned Unit Development (PUD) <br />Acreage 20.7 acres <br />Surrounding Zoning North Barbour's Cut Terminal <br />South Mid-Density Residential (R-2) <br />East Business Industrial (BI) <br />West Business Industrial B <br />Land Use Ma Commercial and Industrial <br />Activit Pro osed Entr Pre-Check Facilit <br /> <br />Summary: <br />• The Port of Houston Authority is requesting approval of a building design and <br />architectural elevations of the Entry/Exit Pre-Check Facilities, Building Area at <br />Barbour's Cut Terminal. <br />• On August 11, 2003, the City approved a Special Conditional Use Permit #SCU03-001 <br />for the proposed development of "Port of Houston Authority Pre-Check Truck Facility." <br />• One of the conditions (#9) of this permit requires POHA to enhance the building facade <br />so that it is architecturally and aesthetically pleasing. In addition, the Planning and <br />Zoning Commission must approve the design. <br />• The overall plan is to be developed in two phases. In Phase 1, a 20' high sound wall has <br />been constructed along the south property line to avoid adverse impact on the adjacent <br />residential properties. <br />• Phase II will include all the site work, parking lot, drives, water main, and landscape <br />improvement. <br />• The zoning permit and a building permit for the construction of sound wall have been <br />issued by the City on July 6, 2004. <br />• The Port of Houston Authority completed Phase I of the proposed development, the <br />construction of sound wall, in February 2005. <br />• The water main extension project is scheduled to be advertised in October 2005, so that <br />construction can start in March 2006 and be completed in August 2006. <br />• The construction of the facility (buildings, pavement, etc.) in Phase II project is <br />scheduled to be submitted to the City for review upon approval of the architectural facade <br />by the Planning and Zoning Commission. This project will be advertised in November <br />2005 so that construction can start in May 2006 and be completed in May 2007. <br />Recommendation: <br />Staff reviewed the design and building elevations for the Port's Pre-Check Facility and <br />found that the Port has upgraded the design of these buildings from the standard used for <br />other buildings on Barbour's Cut Terminal. The plan is recommended for approval. <br />. ~.: ~~ <br />
