Green Crest - Final Plat • <br />8/18/05 — P & Z Meeting <br />Page 3 of 3 <br />Drainage — The proposed subdivision is designed so that all storm <br />drainage flows directly into the detention pond. Drainage details between <br />the developer, HCFCD, and LPISD have been settled. A 20' utility easement <br />to the north was necessary for its outfall through to the nearest drainage <br />facility on the east of the La Porte School District property. <br />Detention area size and capacity were reviewed to ensure that it will <br />adequately serve the proposed development and accommodate the storm <br />water from the subdivision without burdening the existing system. The <br />developer is responsible for maintenance of all necessary easements <br />required for proper drainage. A note is added on the plat in this regard. It is <br />further added that the maintenance of 20' drainage & utility easement to the <br />north all the way up to the outfall into B 106-05-00 will be the sole <br />responsibility of the HOA. LPISD will be responsible for surface <br />maintenance of an easement on their property. <br />Conclusion and <br />Recommendation: Staff reviewed the Final Plat and found it to be in accordance with the <br />Development Ordinance of the City. Staff recommends approval. The <br />following items need to be addressed prior to the recordation of the Plat: <br />• All construction improvements are complete at site. <br />• Furnish approval letter from the Harris County Flood Control District <br />(HCFCD) for the drop structure through LPISD property on to the Big <br />Island Slough. <br />• Sidewalks shall be installed along both sides of all public streets and <br />along north side of North L Street on the east and towards west end of <br />the subdivision. <br />• Payment of $244.36 shall be made to the City for street sign installation. <br />• Payments of $2,530.00 and $1,896.36 shall be made to the City for <br />streetlights installation and 1-year service cost respectively. <br />• Payment of $9,450.00 shall be made to the City in lieu of parkland <br />dedication. <br />Options available to the Commission are as follows: <br />• Approval of the Final Plat withholding signature and recordation until <br />the above are complied. This will authorize the developer to begin <br />construction of subdivision improvements. <br />• Disapproval of the Final Plat and supporting documents as filed. This <br />will require the developer to file a new Final Plat with the required <br />documents. <br />
