<br />Preserve at Taylor Bayou <br />September 15, 2005 <br />Page 3 of4 <br /> <br />Conclusion! <br />Recommendations: <br /> <br />. <br /> <br />. <br /> <br />The project engineer agreed with a plan for taking the sanitary sewer <br />flow north through the Lakes at Fairmont Greens, a proposed subdivision <br />off SH 146. Based upon the preliminary studies, the Preserve at Taylor <br />Bayou, if hooked up to the new 24" trunk main going north for sanitary <br />sewer would represent 32% of the total anticipated capacity. <br />Coordination and contribution shall be required for the system upgrade <br />to handle both developments with each developer and the City being <br />expected to share the prorated cost of construction. <br /> <br />. Drainage - This property lies within the Taylor Bayou Watershed. The <br />City has a master drainage plan for the Taylor Bayou Watershed. The <br />plan calls for regional detention for this area. Efforts should be made to <br />work with the developer north of McCabe Road towards the <br />implementation of this master drainage plan. <br /> <br />The channel improvements to Taylor Bayou are not designed to directly <br />receive storm water runoff from this project. The Preliminary Plat, <br />therefore, shows that storm water will be detained using basin system in <br />both detention ponds to regulate run-off. Outfalls have to be determined <br />and coordinated with the Army Corps of Engineers and the Harris <br />County Flood Control District. The copies of the permits must be <br />presented to the City. The detention ponds need to be including within <br />the perimeter boundaries of the proposed development. <br /> <br />Nature Preserve -The Army Corps of Engineer permit states that the <br />dedication of approximately 65 acre nature preserve is to be made to the <br />County/City. The City of La Porte remains a party to facilitate any <br />dedication. This issue may be coordinated and approved in a separate <br />dedication instrument. <br /> <br />Staff reviewed the Preliminary Plat and found it to be in accordance with the <br />Development Ordinance of the City. Recognizing some difficult issues, <br />Staff and the developer created a preliminary development proposal. <br />Should the Commission wish to approve the Preliminary Plat in its present <br />format, staff recommends the following: <br /> <br />. Final Plat and Construction drawings shall indicate all infrastructure and <br />site drainage improvements to ensure adequate capacity and proper site <br />drainage. <br /> <br />. Developer is responsible for installation of sidewalks along both sides of <br />all right-of-ways within the complex, east and west sides along McCabe <br />Road towards the end of the subdivision line. <br />
