<br />SPECIAL CALLED MEETING OF THE <br />PLANNING AND ZONING COMMISSION <br />MINUTES OF FEBRUARY 2, 2006 <br /> <br />Members Present: <br /> <br />Pat Muston, Nick Barrera, Doretta Finch, Kirby Linscomb, Jr., Paul Berner, Hal <br />Lawler (Alt. 1) and Les Bird (Alt. 2) <br /> <br />Members Absent: <br /> <br />None. <br /> <br />City Staff Present: <br /> <br />Planning Director, Wayne Sabo; City Planner, Masood Malik; Assistant City <br />Attorney, Clark Askins; and Planning and Zoning Secretary, Trac; Koenig <br /> <br />1. CALL TO ORDER. <br /> <br />Meeting called to order by Chairperson Muston at 6:00 p.m. <br /> <br />2. APPROVE MINUTES OF THE JANUARY 19, 2006, REGULAR MEETING. <br /> <br />This item will be addressed at the regular meeting on February 16, 2006. <br /> <br />3. CONSIDER PRELIMINARY PLAT FOR "LAKES AT FAIRMONT GREENS, SECTION 1" TO <br />BE LOCATED ALONG WHARTON WEEMS BOULEVARD AT STATE HIGHWAY 146. <br /> <br />The Staff Report was given by Masood Malik, City Planner. The applicant, Arete Real Estate and <br />Development, is requesting approval of the Preliminary Plat for the proposed Lakes at Fairmont <br />Greens, a single-family residential development with 92 lots. <br /> <br />Norman Reed, Project Manager and representative of Arete Real Estate and Development, <br />addressed the questions of the Commission. He explained the drainage as well as the fencing. <br />While the developer will be putting a wrought-iron fence in around the entire development, it is up <br />to the homebuilder to fence each individual lot. <br /> <br />Motion by Barrera to approve the Preliminary Plat with the following conditions: <br /> <br />. Final Plat and construction drawings shall indicate all infrastructure and site drainage <br />improvements to ensure adequate capacity and proper site drainage with minimal impact <br />on the Golf Course. <br />. Developer is responsible for installation of sidewalks along both sides of all right-of-ways <br />within the subdivision. <br />. Owndership of the detention ponds and maintenance thereof by the Homeowner's <br />Association shall be stated on the final plat. <br />. Furnish acceptance letter for drainage and sanitary sewer/ lift station easement shown <br />adjacent to the Taylor Bayou. <br />. Coordinate with the developer to the south for the construction of a trunk main and the <br />portion of the lift station to be built southeast of the subdivision to handle both the north <br />and south developments off McCabe Road. <br />. Fencing standards shall be stated in the covenants and deed restrictions, to be approved <br />by the City. <br /> <br />Second by Paul Berner.
