CONSIDER GRANTING EXTENSION OF SPECIAL CONDITIONAL USE PERMIT #SCU05-003 <br />REQUESTED BY THE DEVELOPER! AGENT FOR THE TEXAS IMPORT/EXPORT PARK <br />(TIEP), TO BE LOCATED ALONG S. 16TH STREET (POWELL ROAD) WITHIN THE PLANNED <br />UNIT DEVELOPMENT (PUD) ZONE. <br /> <br />At this point in the meeting, Item 7 on the agenda was addressed, and served as a briefing for the <br />decision to be made on Item 6. <br /> <br />Motion by Dottie Kaminski to approve a one-year extension of Special Conditional Use Permit <br />#SCU05-003 with a signed Developer Agreement. Second by Nick Barrera. The motion carried. <br /> <br />Ayes: <br />Nays: <br />Abstain: <br /> <br />Muston, Barerra, Finch, Kaminski, Berner, and Meharg. <br />None <br />None <br /> <br />7. OPEN WORKSHOP <br /> <br />Chairperson Muston opened the workshop at 6: 16pm. <br /> <br />A. DEVELOPMENT PROPOSALS (TEXAS IMPORT/ EXPORT PARK) <br /> <br />Russell Plank gave a presentation detailing the layout of the property and the different zones <br />contained within the property using a series of detailed maps. Mr. Plank, of National Property <br />Holdings, has procured an area in the Texas Import! Export park greater than 300 acres. <br />The final plat for this development will be presented at the March 16, 2006 Planning and <br />Zoning Commission meeting. <br /> <br />B. DEFINITION OF MULTI-FAMILY DEVELOPMENT <br /> <br />As requested by the Planning and Zoning Commission in the previous meeting, Staff <br />conducted research into the current definition of "multi-family residential development". The <br />current definition is as follows: " the use of a lot for four or more dwelling units, within one or <br />more structures. This includes an apartment complex." A comparison of the City's current <br />definition to surrounding cities of comparable size deemed the current definition appropriate <br />and should remain in place. <br /> <br />8. CLOSE WORKSHOP <br /> <br />Chairperson Muston closed the workshop at 6:55 pm. <br /> <br />9. ADMINISTRATIVE REPORTS <br /> <br />. <br /> <br />A brief overview of the plans for attending the National APA Conference in San Antonio <br />was given. <br /> <br />10. COMMISSION COMMENTS <br /> <br />No comments. <br />
