<br />Port Crossing Business Park - Preliminary Plat <br />Planning and Zoning Commission <br />May 25, 2006 <br /> <br />A Iicant <br />Present Zonin <br />Project Name <br /> <br />Acreage <br />Surrounding Zoning <br /> <br /> <br /> <br /> <br />Summary: <br />. This project has an approved General Plan, SCUP, and Developer's Agreement. The current submittal is a <br />Preliminary Plat for overall proposed development of Port Crossing formerly known as Texas <br />Import/Export Park (TIEP). <br />. The subject property is located along South 16th Street (Powell Road) West of State Highway 146 South <br />and East of Union Pacific Railroad. <br />. The property being platted consists of approx. 294 acres, 10 reserves, 4 blocks, and restricted reserves for <br />detention area along with drainage channel within the project site. <br />. The plan shows various land uses for the respective reserves. These uses comply with the approved <br />General Plan. <br />. A 100' building line, landscape buffer, and utility easement is shown for Section 1. In addition, a 50' <br />landscape buffer including building line and utility easement is provided along Powell Road and SH 146. <br />. Powell Road will be widened to 100'ROW up to proposed Wharton Weems Blvd. and extended upto McCabe Road <br />with 60' ROW. In addition, the southwest portion of existing Powell Road will be abandoned. <br />. Detention system runs north to south through gravity to regional detention south of Wharton Weems Blvd. <br />and outfall to Taylor Bayou. <br /> <br />Recommendation: <br /> <br />Staff reviewed the preliminary plat and found it to be in conformance with the Development Ordinance. <br />However, the approved General Plan, Special Conditional Use Permit, and Development Agreement are the <br />prevailing documents to be used as a guideline for the development of the entire project. Staff recommends <br />approval of the Preliminary Plat with the following conditions: <br /> <br />. Covenants, Conditions, and Restrictions, under review, must be approved before submitting the final plat <br />. Provisions of an approved General Plan, SCUP and the Development Agreement are applicable and <br />must be applied to the entire project. <br />. Construction drawings should be prepared as per City's Standard Specs. and details mentioned in PICM. <br />. Final construction drawings shall indicate off-site drainage improvements to ensure proper drainage of the <br />adjacent properties. <br />. Final Plat and construction drawings shall provide details showing 12' perimeter around the detention basin. <br />. Drainage Plan requires approval by Harris County. The detention pond and maintenance thereofwill be the <br />sole responsibility of the owner/developer or property owner's association. <br /> <br />Options available to the Commission are as follows: <br /> <br />. Approval of the Preliminary Plat, as filed. This will authorize the developer to proceed with the final plat <br />submittal. <br />. Conditional approval of the Preliminary Plat as filed. This will require the developer to address the <br />conditions and resubmit the Preliminary Plat. <br />. Disapproval of the Preliminary Plat as filed.
