OPEN PUBLIC HEARING TO RECEIVE CITIZEN INPUT ON SPECIAL CONDITIONAL USE <br />PERMIT REQUEST #SCU07-008 FOR 0.8272 ACRE TRACT OF LAND IN THE W.J. PAYNE <br />SUBDIVISION, W.M. JONES SURVEY, ABSTRACT 482, LA PORTE, HARRIS COUNTY, <br />TEXAS, AS REQUESTED BY DEBBIE STYRON AND DEANNE BERRY, FOR PROPOSED <br />DEVELOPMENT OF AN EVENT CENTER TO BE LOCATED AT 10515 SPENCER HIGHWAY <br />WITHIN LA PORTE MUNICIPAL AIRPORT PROPERTY. <br /> <br />Chairperson Muston opened the public hearing at 6:08 p.m. <br /> <br />A. STAFF PRESENTATION <br /> <br />Mr. Malik presented staffs report. Applicants Debbie Styron and Deanna Berry have <br />requested a special conditional use permit to develop a multi-purpose event center at <br />10515 Spencer Highway, within the La Porte Municipal Airport property. <br /> <br />Notification of the public hearing was mailed to five property owners located within 200' of <br />the proposed development. The City received one response in favor of the request. <br /> <br />Mr. Malik and Mr. Sabo answered questions from the Commission. Staff recommended <br />approval of the special conditional use permit. <br /> <br />Chairperson Muston noted there was an error in one of the permit conditions. "Stripping" <br />of the parking lot should be changed to read "striping" of the parking lot. <br /> <br />B. PROPONENTS <br /> <br />The applicant, Deanna Berry, of 706 Briar Creek, addressed the Commission. There was <br />discussion regarding use of the concrete area on the north side of the building. Ms. Berry <br />stated it was her understanding they were allowed to utilize it, but restricted to only the <br />concrete areas, which includes the concrete area beyond the four-foot fence. <br /> <br />C. OPPONENTS <br /> <br />Mike Keplinger, of 10339 Catlett, addressed the Commission. Mr. Keplinger had <br />concerns about excessive noise and parking. He wanted to make sure there are City <br />ordinance provisions in place to address those issues and that the City was not relying on <br />airport regulations. <br /> <br />5. CLOSE PUBLIC HEARING. <br /> <br />Chairperson Muston closed the public hearing at 6:22 p.m. <br /> <br />6. CONSIDER RECOMMENDATION TO CITY COUNCIL REGARDING SPECIAL CONDITIONAL <br />USE PERMIT REQUEST #SCU07-008 FOR 0.8272 ACRE TRACT OF LAND IN THE W.J. <br />PAYNE SUBDIVISION, W.M.
