<br />Staff Report <br /> <br />April 16, 2009 <br /> <br />Development Ordinance <br />Appendix E <br /> <br />During the Commission's special called meeting on March 05, 2009, questions arose about <br />development site plans and Appendix E of the Development Ordinance. The purpose of this <br />review is to evaluate the checklist, requirements, and a comparison with neighboring cities. <br /> <br />Section 4.08 of the Development Ordinance outlines procedures for preparing and obtaining <br />approval for developments within the City. In addition, Section 4.09 outlines submission <br />requirement and approval process for Major Development Site Plans. For both major and <br />minor developments, the development site plan is drawn accurately to scale with exact <br />dimensions and accompanied by all other required documentation. Development site plans <br />contain sufficient detail for an evaluation of the proposed development. Complete <br />instructions for preparing development site plans are contained in Appendix E (copy <br />attached). <br /> <br />Appendix E of the Development Ordinance describes criteria for the preparation of the site <br />plan and other information required to be submitted for approval. Development site plans <br />may be prepared by a Texas registered Engineer or Surveyor. Site plans contain graphic <br />contents, dedication statements and certificates on the face of the site plan. <br /> <br />Site Plans <br /> <br />The site plan review process with the City is a two-step process. The first step in the <br />process includes the review and approval of the proposed plan by the Staff and/or Planning <br />and Zoning Commission. The second step in the site plan process includes the plan review <br />by the Building Official at the time of permitting. This step is detailed in the Building <br />Inspection Section. <br /> <br />The purpose of the first step in the site plan process is to determine whether a proposed <br />development complies with the codes and ordinances of the City. The site plan drawing in <br />this step depicts the density, height, and setbacks of a proposed project relative to the site <br />itself, along with preliminary information on drainage, utilities, landscaping, sidewalk, <br />parking, driveways, accessibility of the site to emergency vehicles and other aesthetic and <br />functional site issues. <br /> <br />The site plans in the process typically show the existing and proposed conditions on the <br />tract(s) including: <br /> <br />· Building footprints <br />. Drainage <br />. Driveways <br />. Landscaping <br />
