<br />Staff Report <br /> <br />March 24, 2010 <br /> <br />On & Off Premise Signs <br />Main Street District/Overlay <br /> <br />Background: <br /> <br />At the December 14, 2009 City Council meeting, staff made a presentation on the existing <br />provisions of the sign ordinance for the Main Street District and Overlay and discussed the <br />following policies in place: <br /> <br />Signage requirements within the right-of-way (West Main portion of the Main Street <br />Overlay only.) <br />The purpose is to ensure consistent, safe application of acceptable signage encroachments <br />within the right-of-way of the Main Street Overlay District and to address proposed signage <br />and rebuild ability of existing signage. <br /> <br />On-Premise sign clarification for Main Street District and Overlay. <br />The purpose is to ensure consistent enforcement on replacement of existing on-premise free- <br />standing signage within the Main Street Overlay and Main Street District. <br /> <br />After the workshop, City Council directed staff to bring an ordinance with suggested <br />changes to the sign ordinance related to the Main Street District and Main Street Overlay. A <br />draft ordinance is attached for review and for public hearing on the subject matter. <br /> <br />Conclusions/ <br />Recommendations: <br /> <br />It is staff s opinion that the suggested amendments will allow installation of signage that <br />complies with these previous policies. However, new free-standing signs within the right-of- <br />way shall not be allowed. In addition, it will allow installation of on-premise monument or <br />ground signs for businesses that have a current on-premise, free-standing sign. <br /> <br />Staff recommends approval of this ordinance amendment. <br /> <br />Actions available to the Commission are as follows: <br /> <br />. Recommend to Council, approval of the above amendments pertaining to the sign <br />ordinance for the Main Street District and Overlay. <br />. Recommend to Council, approval of a revised version of the above stated. <br />. Recommend to Council, denial of the proposed amendments. <br />.
