Staff Presentation <br /> Masood Malik, City Planner, gave staff's report. <br /> Thirteen public hearing notices were mailed to property owners within 200' of the subject <br /> property; Staff received no response. <br /> B. Proponents <br /> Kevin Yard, SCS Engineer, discussed the surfacing material and success of projects in <br /> other cities. <br /> C. Opponents <br /> There were none. <br /> D. Proponents Rebuttal <br /> There were none <br /> 10. Close Public Hearing. <br /> Chairman Hal Lawler closed the public hearing at 7:32pm. <br /> 11. Consider recommendation to City Council regarding Rezone Request #11- 92000001 for <br /> property located at 901 North Broadway. <br /> Motion by Lou Ann Martin to approve recommendation to City Council for rezone request #11- <br /> 92000001 from Light Industrial (LI) and Heavy Industrial (HI) to Planned Unit Development (PUD) <br /> for the property located at 901 North Broadway. Second by David Janda. Motion carried. <br /> Ayes: Hal Lawler, Les Bird, Dottie Kaminski, Danny Earp, Kirby Linscomb Jr., Lou Ann <br /> Martin, Richard Warren, and David Janda <br /> Nays: None <br /> Abstain: None <br /> 12. Consider Major Development Site Plan for proposed redevelopment of Harris County <br /> Landfill Site No.3 located at 901 North Broadway. (Item was tabled at the January 20, 2011, <br /> meeting.) <br /> Motion by Richard Warren to approve Major Development Site Plan for proposed redevelopment <br /> of Harris County Landfill Site No.3 located at 901 North Broadway with the following conditions; <br /> 1. Tracts 3, 4, and 5 in Blocks 373, 374, and 376 respectively are 16' wide public <br /> alleys and need to be closed and abandoned per City's Ordinances. <br /> 2. Prior to the use or occupancy, a subdivision plat for the entire 47.709 acre tract shall <br /> be submitted for approval by the City before filing with the Clerk of Harris County. <br /> 3. Add City Approving Authority Certificate on the site plan. <br /> 4. For natural drainage, the owner /developer will grade North 8th Street from discharge <br /> point to the north outfalling into HCFCD F101 Channel. <br /> 5. Submit a separate landscape plan showing proposed landscaping along North <br /> Broadway, tall trees along North 8 Street, and approximately 400' along North J &H <br /> Streets from an intersection with North 8 Street. <br /> 6. Approval of the Major Development Site Plan #08 -8302 is pending the approval of <br /> the Special Conditional Use Permit #11- 91000002. <br /> Second by Kirby Linscomb Jr. Motion carried. <br /> Ayes: Hal Lawler, Les Bird, Dottie Kaminski, Danny Earp, Kirby Linscomb Jr., Lou Ann <br /> Martin, Richard Warren, and David Janda <br /> Nays: None <br /> Abstain: None <br />
