Planning and Zoning Commission <br />Minutes of July 25, 2012 <br />Members Present: Les Bird, Mark Follis, Hal Lawler, Phillip Hoot, Richard Warren, and Doretta <br />Finch. <br />Members Absent: Danny Earp, Lou Ann Martin, and Helen LaCour <br />City Staff Present: City Manager, Corby Alexander; Assistant City Manager, Traci Leach; Parks <br />Director, Stephen Barr; City Planner, Masood Malik; City Attorney, Clark Askins; <br />and Planning Assistant, Shannon Green. <br />1. Call to order <br />Meeting called to order by Chairman Hal Lawler at 6:02 p.m. <br />2. Roll Call of Members <br />Chairman Hal Lawler asked for a roll call of members. <br />Danny Earp, Lou Ann Martin, and Helen LaCour were not present. <br />3. Consider approval of June 21, 2012, meeting minutes. <br />Motion by Richard Warren to approve the June 21, 2012, meeting minutes with the following <br />corrections. <br />P <br />$-30- 0- l <br />Second by Doretta Finch. Motion carried. <br />Ayes: Les Bird, Mark Follis, Hal Lawler, Phillip Hoot, Richard Warren, and Doretta <br />Finch. <br />Nays: None <br />Abstain: None <br />4. Consider waiver of sidewalks for proposed development "Sharp Eyes Vision Center" to be <br />located at 10411 Fairmont Parkway near Farrington Boulevard. <br />Masood Malik, City Planner, presented staffs report. <br />Commission Member Hoot voiced concern if the Comprehensive Plan is changed during the <br />Update, and referenced in City Ordinances, would it change City ordinance. <br />Staff and City Attorney, Clark Askins, explained, the Comprehensive Plan is used as a guide and <br />city ordinance would supersede. <br />Staff added, after the Comprehensive Plan Update the next order of business will be to review <br />Chapter 1444 of the Code of Ordinance for updates. <br />During discussion, Commission Members and staff discussed the adjacent neighbors do not have <br />sidewalks. The property owner would have to set back landscaping in order to put in a sidewalk <br />otherwise would be encroaching on Harris County easement. <br />Motion by Phillip Hoot to grant a permit without the sidewalks on the site plan.
