Planning and Zoning Commission <br />Minutes of February 21, 2013 <br />Commissioners Present: Richard Warren, Phillip Hoot, Mark Follis, Doretta Finch, Les Bird, Danny Earp, <br />Lou Ann Martin, and Hal Lawler (Danny Earp arrived at 6:30 p.m.) <br />Commissioners Absent: Helen LaCour <br />City Staff Present: Assistant City Manager Traci Leach, Planning Director Tim Tietjens, City <br />Planner Masood Malik, City Engineer Julian Garza, Assistant City Attorney Clark <br />Askins, and Office Coordinator Peggy Lee <br />1. Call to order. <br />Meeting called to order by Chairman Hal Lawler at 6:01 p.m. <br />2. Roll Call of Members. <br />Commissioners Warren, Hoot, Follis, Finch, Bird, Martin, and Lawler were present for roll call. <br />3. Consider approval of January 17, 2013, meeting minutes. <br />Motion by Commissioner Hoot to approve the January 17, 2013, meeting minutes. Second by <br />Commissioner Bird. Motion carried. <br />Ayes: Commissioners Warren, Hoot, Follis, Finch, Bird, Martin, and Lawler <br />Nays: None <br />4. Open Public Hearing to receive public input regarding proposed regulations for Dust Free Surface <br />criteria for all Zoning Districts. <br />Chairman Lawler opened the public hearing at 6:04 p.m. <br />A. Staff Presentation <br />City Engineer Julian Garza presented a summary of the recommended amendments to <br />dust free surfacing criteria, as outlined in the draft ordinance presented to the <br />Commission. <br />Commissioner Hoot suggested subsection 8.6., of Sec. 106-841 be cross-referenced <br />under subsection D of the same section. <br />Commissioner Martin had compiled a list of existing businesses that would be <br />impacted if made to comply with the proposed regulations. Mr. Garza pointed out <br />subsection C.S., of Section 106-841, which would not require compliance with Section <br />106-841 if removal or placement of existing material is for maintenance. <br />
