Planning and Zoning Commission <br />Minutes of May 15, 2014 <br />Commissioners Present: Richard Warren, Helen LaCour, Phillip Hoot, Mark Follis, Les Bird, and <br />Hal Lawler <br />Commissioners Absent: Doretta Finch, Lou Ann Martin, and Danny Earp <br />City Staff Present: Planning Director Tim Tietjens, City Planner Eric Ensey, and City <br />Attorney Knox Askins <br />1. Call to order. <br />Meeting called to order by Chairman Hal Lawler at 6:02 p.m. <br />2. Roll Call of Members. <br />Commissioners Warren, LaCour, Hoot, Martin, Follis, Earp, Bird, and Lawler were present for roll <br />call. <br />3. Consider approval of meeting minutes: January 16, 2014. <br />Motion by Commissioner Bird to approve the January 16, 2014, meeting minutes. Second by <br />Commissioner Hoot. Motion carried. <br />Ayes: Commissioners Warren, LaCour, Hoot, Follis, Bird, and Lawler <br />Nays: <br />4. Consider approval of a Preliminary Plat for the Bayside Crossing subdivision; a single family <br />residential development consisting of 73 lots on 17.2135 acres located north and west of the <br />intersection of Spencer Highway and Sens Road (Applicant: Beazer Homes). <br />Planning Director Tim Tietjens introduced Eric Ensey as the new City Planner. <br />City Planner Eric Ensey presented Staff's Report for a request by Beazer Homes for approval of <br />the Preliminary Plat for Bayside Crossing subdivision located north and west of Sens Road and <br />Spencer Highway. <br />Commissioner Hoot asked if a traffic study had been performed. Alan Mueller with Gromax <br />Development, representing Beazer Homes, confirmed that a traffic impact analysis had been <br />completed and a copy was submitted to the City. The study indicated a single entrance for the <br />subdivision was acceptable, with no mitigation measures required. Commissioners discussed <br />traffic patterns associated with the development. It was suggested there be a stipulation with <br />the homeowners' association that addresses street parking in the cul-de-sacs in order to ensure <br />mobility of school buses, fire trucks or other large vehicles. <br />Motion by Commissioner Hoot to disapprove without prejudice, the Bayside Crossing <br />Preliminary Plat, subject to the necessary corrections as noted in Staff's Report.
