Planning and Zoning Commission <br /> Minutes of January 21, 2016 <br /> Commissioners Present: Helen LaCour, Richard Warren, Nick Barrera, Mark Follis, Larry Stockham, <br /> and Hal Lawler <br /> Commissioners Absent: Trey Kendrick, Wyatt Smith, Lou Ann Martin <br /> City Staff Present: Director of Planning and Development Tim Tietjens, City Planner Eric <br /> Ensey,Assistant City Attorney Clark Askins,and Planning Technician Ryan <br /> Cramer <br /> 1. Call to order. <br /> Chairman Hal Lawler called the meeting to order at 6:08 p.m. <br /> 2. Roll Call of Members. <br /> Commissioners LaCour,Warren, Barrera, Follis,Stockham,and Chairman Lawler were present for <br /> roll call. <br /> City Planner Eric Ensey introduced new Commissioner Larry Stockham. <br /> 3. Consider approval of meeting minutes: December 17,2015 Meeting <br /> Motion by Commissioner Barrera to approve the meeting minutes of December 17,2015. <br /> Second by Commissioner Stockham. Motion carried. <br /> Ayes: LaCour,Warren, Barrera, Follis,Stockham,and Lawler <br /> Nays: <br /> 4. Open a public hearing to receive input on an application for Zone Change Request#15-92000003, <br /> a request by Bayway Homes Inc.to rezone a 0.575 acre tract of land located at the southeast corner <br /> of N.1st Street and the unimproved E Street right-of-way also known as Lots 1-8, Block 108,Town <br /> of La Porte Subdivision from General Commercial(GC)to Medium Density Residential(R-2). <br /> *Note: Chairman Lawler suspended the agenda at this time to move to agenda items 8,9,10 and <br /> 11.Agenda items 4,5,6,and 7 were considered after agenda item 11. <br /> a. Staff Presentation <br /> City Planner Eric Ensey presented the staff reports for agenda items 4 through 7 concurrently. <br /> Mr.Ensey said that this was brought forward by Bayway Homes in order for them to build houses <br /> on the land.The City tried to contact surrounding land owners and they were not interested in <br /> participating in the zone change request.There is already some single family detached in the GC <br /> zone north of Adams Street. Market conditions have not demanded the depth of an entire block <br /> be commercial. <br />
