CALL TO ORDER. <br />Chairperson Sidney Grant called the meeting to order at 6:02 p.m. <br />2. APPROVE MINUTES OF THE SEPTEMBER 23, 2004, MEETING. <br />Minutes of the meeting were approved as presented. <br />3. ADMINISTER OATH OF OFFICE TO NEWLY APPOINTED ALTERNATE NO. 1 LAWRENCE <br />MCNEAL. <br />Assistant City Attorney, Clark Askins, administered the Oath of Office to Alternate No. 1, <br />Lawrence McNeal. <br />4. ADMINISTER OATH OF OFFICE TO NEWLY APPOINTED ALTERNATE NO. 2 GILBERT <br />MONTEMAYOR. <br />Assistant City Attorney, Clark Askins, administered the Oath of Office to Alternate No. 2, Gilbert <br />Montemayor. <br />5. CONSIDER VARIANCE REQUEST #VO4-010, REQUESTED FOR THE PROPERTY LOCATED <br />AT 1700 ROSCOE STREET. THE APPLICANT. SEEKS A VARIANCE TO ALLOW THE <br />CONSTRUCTION OF A 10' X 28' ADDITION ON THE SOUTHWEST SIDE OF AN EXISTING <br />GARAGE FACING THE STREET. THIS VARIANCE IS BEING SOUGHT UNDER THE TERMS <br />OF SECTION 106492B(2) OF THE CODE OF ORDINANCES OF THE CITY OF LA PORTE. <br />A. STAFF PRESENTATION <br />Interim Planning Director, Wayne Sabo, presented staffs report. The applicants, Ted <br />and Kim Powell, have requested a variance to allow construction of a 10' x 28' addition to <br />the southwest corner of an existing 25' x 28' detached garage on property located at <br />1700 Roscoe Street. For clarification, Mr. Sabo noted the issue is not the size of the <br />building; it is the encroachment into the rear yard setback of the existing garage, which is <br />a pre-existing non -conforming building. <br />Public notices were mailed to 12 property owners. Four responses were received in <br />favor of the request, one was returned undeliverable and none in opposition. <br />B. PROPONENTS <br />Chairperson Grant swore in Ted Powell, of 1700 Roscoe, currently residing in El Lago. <br />Mr. Powell presented pictures that showed the streetscape and a view of the proposed <br />
