` • • <br />• MINUTES <br />OF THE <br />REGULAR MEETING OF THE <br />LA PORTE ZONING BOARD OF ADJUSTMENT <br />NOVEMBER 17, 1983 <br />1. The meeting was called to order by Chairman Andy Wilson at <br />7:00 P.M. <br />Members of the Board Present: Chairman Andy Wilson, members <br />Ronnie Rowell, Linda Mains, Bogert Swanagan,. Charlie Young <br />Members of the Board Absent: Sidney Grant, Lawrence Farias <br />Members of the City Staff Present: Assistant City Attorney <br />John Armstrong, Chief Building Official David Paulissen <br />Others Present: Mrs. Carol Lambeth, Gordon Westergren <br />• 2. .The minutes of the October 27, 1983, meeting were considered <br />for approval. Several corrections were noted. Motion was <br />made by Ronnie Rowell to approve the minutes as corrected. <br />Second by Robert Swanagan. The motion carried, 5 ayes and <br />0 nays. <br />Ayes: Rowell, Mains, Swanagan, Young and Wilson <br />Nays: None <br />3. The Board considered the request of Herman's Trucking for a <br />Special Use Permit to allow a trucking terminal in an Indus- <br />trial zone. <br />Mrs. Carol Lambeth, Secretary-Bookkeeper for Herman's Trucking <br />Company, appeared before the Board. She requested a Special <br />Use Permit be granted for Block 1141, City of La Porte, in <br />order that they might build a trucking terminal where they <br />will be legal in their operation. <br />Chief Building Official David Paulissen explained that Herman's <br />Trucking had purchased commercially zoned property on 26th St. <br />for a truck terminal. Subsequent to the purchase, Ordinance <br />780ZZZ, amending the zoning ordinance, was passed, which re- <br />quired truck terminals to operate in an Industrial zone with a <br />Special Use Permit granted.... Ordinarily, the "Grandfather <br />• clause" would have sufficed to allow the business to operate, <br />
