PAULISSEN <br /> <br />DATE: 7/22/85 <br /> <br />SUBJECT: FRONT YARD FENCE VARIANCE REQUEST <br />BENNIE D. MILLS & WILBERT HAYGOOD <br /> <br />The staff has received two virtually identical variance requests. <br />Both requests are for front yard fences in the Lomax area. <br /> <br />HISTORY <br /> <br />As you know, the Lomax area is primarily rural in character. The <br />current front yard fence prohibition is contained in a zoning <br />ordinance that was written for "Old La Porte". Since the <br />consolidation with La Porte, the traditional barbed wire cattle fences <br />have been allowed in the Lomax area. The fences in question here are <br />chain link fences around residences. <br /> <br />ANALYSIS <br /> <br />This area of town is unique in character with predominantly large <br />rural lots. These lots lend themselves to fencing around the entire <br />home sites. These requests are also located on long straight streets <br />that are conducive to speeding. <br /> <br />The current zoning ordinance was not intended to speak to the Lomax <br />area. There is a change, concerning front yard, fences in the new <br />proposed zoning ordinance. This change would allow the placement of a <br />four foot front yard fence. <br /> <br />RECOMMENDAIION <br /> <br />Due to proposed changes concerning the zoning ordinance, the staff <br />would recommend that there be a stay of proceedings until such time as <br />the status of the front yard fence proposal is determined.
