As illustrated in the analysis <br />section of this memo, strict enforcement of setback <br />requirements, can render lot and block tracts unbuildable. <br /> <br />For this reason, staff recommends that this Special Exception <br />be granted. <br /> <br />In regards to the requested lot coverage variance , staff does <br />not find the same justification for granting this request. <br /> <br />If either or both of these requests are granted, please note <br />that no other City requirements are waived.
