Bo x 1 1 15 <br />La Porte, Texas 77571 <br /> <br />Re: Couch Permit Applications <br /> <br />Dear Mr. Albrecht, <br /> <br />Over the past several months I, along with almost every other <br />home owner in this area, have very openly opposed the issuance of <br />the above referenced building permit. I have met with you, Mr. Mark <br />Lewis, Mayor Norman Malone and assistant city attorney Mr. John <br />Armstrong, and on numerous occasions we have spoken to the above <br />mentioned and other representatives of the City of La Porte, <br />regarding this permit. Further, I, alonq with several of the <br />neighbors, appeared before the Planning and Zoning Board to reverse <br />the approval granted Mr. Couch on his initial permit application. <br />Therefore, I feel my objections, and those of my neighbors, are well <br />known to the City, and it should come as no surprise to anyone that <br />we wish to pursue all avenues necessary to arrive at a just end to <br />this issue. Additionally, during our telephone conversation <br />yesterday I explained that I intended to respond to the recent <br />approval of the Couchs' permit by appealing to the Board of <br />Adjustment. For this reason, and others, I was quite surprised and <br />perturbed by the reception I received by Ms. Martha Sanders, of your <br />department, when I attempted to gather necessary documentation from <br />the City files, and pursue my heretofore stated intention. <br /> <br />After getting Ms. Sanders attention, I requested a copy of the <br />complete files pertaining to the Couchs applications and a form to <br />file my appeal to the Board of Adjustments (hereinafter the Board). <br />11s. Sanders told me that I could not appeal the approval of the <br />Couchs permit to the Board because 'there is nothing to appeal,... <br />everything is black and white so you have nothing to appeal'. <br />Responding to my request for a copy of all of the documents relating <br />to the last two permit applications, the first being denied on <br />recommendation by the City Fire Marshall due primarily to the <br />absence of city water in the area, and the recently approved permit, <br />I was given the enclosed three pieces of paper. Ms. Sanders <br />explained these were the only documents from the files which l~ere <br />public record and were the only ones she would provide. Exhibit A <br />is a single sheet relating to the denied permit, and exhibits Band <br />81 pertain to the recently approved permit. I persisted 1n my <br />requests, and though I did not receive any additional documentation. <br />I finally got the enclosed appeals form.
