CALL TO ORDER <br />' ~~- ~ The meeting was called to order by Chairman Deborah <br /> Bernay at 7:01 P.M. <br />• 2) - APPROVAL OF MINUTES OF THE DECEMBER 13, 1990, MEETING <br />- =~ Motion was made for the minutes to be approved and was <br />- ~. ~ -~, adopted unanimously. <br />3)~~~ - CONSIDER APPEAL TO THE ENFORCING OFFICER'S DECISION <br />- ~ `.,~~~~.~~. _ - ~A91-001. APPLICANT. IS APPEALING THE DENIAL OF A <br />- - '..ZONING PERMIT TO ALLOW DEVELOPMENT OF A TANK TRUCK <br />: <br />~~ _ <br />CLEANING FACILITY IN A LIGHT INDUSTRIAL ZONE. PROPOSED <br />- - 'FACILITY TO BE LOCATED AT 1802 SOUTH "M" STREET. <br />- ~uJoel Albrecht presented the staff's report. He stated <br /> Blue Flash Express, Inc. is proposing to develop a <br /> truck washing and maintenance facility to be located at <br />-~ 1802 South "M" Street which is located in a Light <br />--~ Industrial Zone. It will consist of the cleaning of <br /> the interior of tank trucks. Since the adoption of <br /> Zoning Ordinance Amendment 1501-L, tank truck cleaning <br /> has been designated as a Heavy Industrial Use. This <br /> Ordinance was adopted by City Council on September 29, <br /> 1990, and went into effect on October 8, 1990. <br /> Blue Flash Express, Inc. is appealing the denial of <br />~. ~ this permit based on the contention that the planning <br /> and design work undertaken prior to September 29, 1990, <br />• established property use. <br />
