<br />Staff Report <br /> <br />February 23, 2006 <br /> <br />Special Exception Request #SE06-001 <br /> <br />Requested by: Frankie Periou, Property Owner <br /> <br />Requested for: Lot Size and Lot Width requirements in the Large Lot District <br /> <br />Location: 11318 North P Street <br /> <br />Lee:al Description: TRS 311A, 311B, & 311 C, La Porte Outlots <br /> <br />Zonine:: Large Lot District (LL) <br /> <br />Back2:round: In October 2005, the City of La Porte formally accepted recommendations <br />on regulations and boundaries governing the creation of a Large Lot Zoning <br />District. All of the properties previously zoned Low-Density Residential (R- <br />1) and Medium Density Residential (R-2) in the former Lomax area are now <br />classified as the Large Lot district. The Large Lot proposal has been <br />submitted as a method to keep the area rural in nature and as a protection of <br />the privilege to own and keep large animals. In addition, there was a fear that <br />animal grazing or breeding activities would be lost if normal residential were <br />allowed. <br /> <br />The City of La Porte Comprehensive Plan 2000-2020 establishes <br />Objective 9.2a to create a Large Lot Residential Land Use Designation <br />(District). On August 3, 2004, a town hall meeting was hosted by the <br />Planning and Zoning Commission and City Staff at the Lomax City Hall. <br />All citizens were invited to attend. The Commission heard input by <br />residents interested in creating a large lot, large acreage, and <br />suburban/rural type of development district. Hearing overwhelming <br />support, the Planning and Zoning Commission directed that a Committee <br />be formed to study issues with creating the District and start a review of <br />zoning regulations of the area. <br /> <br />The Large Lot Committee met monthly from September 2004 to March <br />2005. Meetings were open to the public and residents attended throughout <br />the process. Flyers and other informative letters were sent to property <br />owners within the proposed District. Input throughout the process was <br />considered. On March 5, 2005, the Committee reached a 70% consensus <br />to formally recommend regulations, boundaries and a zoning change to <br />create the Large Lot District zoning classification. The Planning and <br />Zoning Commission heard the matter in a workshop on April 21, 2005, <br />and taking the Committee's recommendation, directed Staff to conduct <br />another public meeting to present the recommendations to the public. This <br />hearing was completed on June 9, 2005. <br />
