CONSIDER VARIANCE REQUEST #VOS-OOS FOR PROPERTY LOCATED AT 200 GARFIELD <br />BLVD. BEING LOTS 1-6, 11-16, AND ADJOINING ALLEY OF BLOCK 18, SYLVAN BEACH <br />FIRST SUBDIVISION, LA PORTE, HARRIS COUNTY, TEXAS. THE APPLICANT, MARIO <br />NAVARRO, IS SEEKING A VARIANCE TO ERECT AN 8' HIGH FENCE AROUND AN ENTIRE <br />PROPERTY FOR SECURITY PURPOSES. THIS VARIANCE IS BEING SOUGHT UNDER THE <br />TERMS OF SECTION 106-192 (B) OF THE CITY'S CODE OF ORDINANCES. <br /> <br />A. STAFF PRESENTATION <br /> <br />Masood Malik, City Planner, gave the staff report and a brief Power Point presentation containing <br />pictures of the subject property as it currently exists. According to Staff, variance request # V05- <br />005 does not meet the standard criteria for granting of a variance, as outlined in Sec. 1 06-192; <br />however, the staff also noted that the Board has deemed it appropriate, in recent history, to <br />consider the matter of security when evaluating a variance request. <br /> <br />B. PROPONENTS <br /> <br />Vice Chairperson Maltsberger swore in the applicant, Mario Navarro. Mr. Navarro spoke in favor <br />of variance request #V05-005. Mr. Navarro claimed that the home will be a 'personal home' for <br />his family, and a vacation spot for his other clientele. He estimates that the home will be <br />occupied between two and three months out of the year, at various intervals. Because the home <br />will not be occupied year-round by anyone other than a groundskeeper, Mr. Navarro feels that the <br />addition of a new 8' fence will be beneficial to the security of his property. Mr. Navarro went into <br />detail about the type of fence he intends to construct around the property. <br /> <br />C. OPPONENTS <br /> <br />There were none. <br /> <br />Motion by Rod Rothermel to conditionally approve Variance Request #V05-005 for an 8' fence <br />surrounding the entire property at 200 Garfield, with the following conditions: <br /> <br />. Fence shall be constructed of chain link. <br />· An indigenous, fast-growing vine must be added to the chain link and fully cover it within <br />a reasonable amount of time. <br />· Fence shall contain stucco or rock pillars 2' in diameter at every 8'_9,' instead of <br />traditional pipe 2" in diameter at every 10'. <br />.
