CALL TO ORDER. <br /> <br />Vice-Chairman Bob Capen called the meeting to order at 6:00 p.m. <br /> <br />2. CONSIDER APPROVAL OF THE MARCH 22, 2007, MEETING MINUTES. <br /> <br />Motion by Chester Pool to approve the minutes of the March 22, 2007, meeting. Second by <br />Gilbert Montemayor. CONSIDER SPECIAL EXCEPTION REQUEST #SE07-003 FOR THE PROPERTY LOCATED <br />AT 625 NORTH BROADWAY, FURTHER DESCRIBED BY THE HARRIS COUNTY <br />APPRAISAL DISTRICT AS LOTS 25-28, BLOCK 327, TOWN OF LA PORTE, HARRIS <br />COUNTY, TEXAS. FRED WESTERGREN, THE PROPERTY OWNER, SEEKS A SPECIAL <br />EXCEPTION FOR ERECTING A FENCE IN THE FRONT YARD. THIS EXCEPTION IS BEING <br />SOUGHT UNDER THE TERMS OF SECTION 106-191 (b)(2)(a) OF THE CODE OF <br />ORDINANCES. <br /> <br />A. STAFF PRESENTATION <br /> <br />Masood Malik presented Staffs Report. Property owner, Fred Westergren, has requested a . <br />special exception to erect a 6' high fence, 10' off the front property line within the required 20' <br />front yard setback area of the property located at 625 North Broadway, near Barbour's Cut <br />Blvd. <br /> <br />Eight property owners located within 200 feet of the subject tract were sent notification of the <br />public hearing. The City received two responses favoring approval of the request. <br /> <br />B. PROPONENTS <br /> <br />Vice-Chairman Capen swore in Fred Westergren. Mr. Westergren stated that fence <br />placement without the exception would cause a loss of two parking spaces. There will be an <br />electric rolling gate in the front. The proposed fence will have three strands of barbed wire at <br />the top, slanting inward. Mr. Westergren added that the front landscaping will be properly <br />irrigated, and an enclosure for the dumpster has been completed. <br /> <br />C. OPPONENTS <br /> <br />There were none. <br />
