ORDINANCE NO. 2025-4056 AN ORDINANCE ESTABLISHING THE KEEP LA PORTE BEAUTIFUL COMMITTEE, AND DEFINING THE ORGANIZATIONAL REPONSIBILITIES AND STRUCTURE OF SUCH COMMITTEE; CONTAINING A SEVERABILITY CLAUSE; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE Whereas, the members of the La Porte City Council desire to promote and adopt policies that enhance city aesthetics and foster civic pride, encourage community involvement in beautification and litter prevention, boost economic growth by improving the city's appeal to businesses, residents, and visitors, and that create a healthier and cleaner environment for all residents. Whereas, the members of the La Porte City Council believe that the creation of a citizen's advisory committee focused on beatification of the City of La Porte will aid the City Council in achieving these objectives. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS: Section 1: That the facts and recitations set forth in the preamble of this ordinance are true and correct. Section 2: The City Council hereby establishes the Keep La Porte Beautiful Committee. Section 3: The strategic goals and objectives of the Keep La Porte Beautiful Committee shall include the following: 1) Promote community beautification initiatives such as tree planting, landscaping, and public art; 2) Organize litter prevention and clean-up efforts; 3) Engage residents in beautification projects through outreach and education; and 4) Provide policy recommendations to the City Council on improving public spaces. Section 4: The Keep La Porte Beautiful Committee shall consist of nine (9) individuals appointed by the La Porte City Council. Each member of the Committee shall serve for a three- year term, or until a successor shall have been appointed and duly qualified. Committee members shall include: 1) local businesses and industries; 2) civic and neighborhood groups; 3) educational institutions (high school or college representatives), and 4) residents with expertise in landscaping, urban planning, or community development Section 5: Appointments to the Keep La Porte Beautiful Committee shall be made by the City Council under the same method and at the usual time as other routine appointments to city boards, committees, mid commissions. Section 6: The Keep La Porte Beautiful Committee shall convene a meeting no less than once every three (3) months.
