ORDINANCE NO. 2025-4056 <br />AN ORDINANCE ESTABLISHING THE KEEP LA PORTE BEAUTIFUL COMMITTEE, <br />AND DEFINING THE ORGANIZATIONAL REPONSIBILITIES AND STRUCTURE OF <br />SUCH COMMITTEE; CONTAINING A SEVERABILITY CLAUSE; FINDING <br />COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN <br />EFFECTIVE DATE <br />Whereas, the members of the La Porte City Council desire to promote and adopt policies that <br />enhance city aesthetics and foster civic pride, encourage community involvement in beautification <br />and litter prevention, boost economic growth by improving the city's appeal to businesses, <br />residents, and visitors, and that create a healthier and cleaner environment for all residents. <br />Whereas, the members of the La Porte City Council believe that the creation of a citizen's <br />advisory committee focused on beatification of the City of La Porte will aid the City Council in <br />achieving these objectives. <br />NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA <br />PORTE, TEXAS: <br />Section 1: That the facts and recitations set forth in the preamble of this ordinance are true and correct. <br />Section 2: The City Council hereby establishes the Keep La Porte Beautiful Committee. <br />Section 3: The strategic goals and objectives of the Keep La Porte Beautiful Committee shall <br />include the following: 1) Promote community beautification initiatives such as tree planting, <br />landscaping, and public art; 2) Organize litter prevention and clean-up efforts; 3) Engage residents <br />in beautification projects through outreach and education; and 4) Provide policy recommendations <br />to the City Council on improving public spaces. <br />Section 4: The Keep La Porte Beautiful Committee shall consist of nine (9) individuals <br />appointed by the La Porte City Council. Each member of the Committee shall serve for a three- <br />year term, or until a successor shall have been appointed and duly qualified. Committee members <br />shall include: 1) local businesses and industries; 2) civic and neighborhood groups; 3) educational <br />institutions (high school or college representatives), and 4) residents with expertise in landscaping, <br />urban planning, or community development <br />Section 5: Appointments to the Keep La Porte Beautiful Committee shall be made by the City <br />Council under the same method and at the usual time as other routine appointments to city <br />boards, committees, mid commissions. <br />Section 6: The Keep La Porte Beautiful Committee shall convene a meeting no less than once <br />every three (3) months. <br />
