Bid Tabulation <br />Budget <br />Source of Funds Fund 038 (transfer to <br />Fund 015) <br />Account: 015 -9892- 706 -1100 <br />Amount Budgeted: $360,000 <br />Amount Requested: $303,431.25 <br />Budgeted Item: YES <br />SUMMARY & RECOMMENDATION <br />In September 2010, City Council approved a budget of $360,000 to constrict additional wooden <br />bulkheads at various locations throughout the course. A request for bid no. 11029 was submitted to <br />thirty -three (33) constriction companies and three (3) plan rooms with four (4) bidders submitting <br />a proposal. Crawley Shoreline submitted the low bid of $275,912.25, which includes the base bid <br />plus Bid Alternate No. 1. The base bid encompasses the constriction of approximately 2,383 linear <br />feet of bulkhead and the excavation of 4,450 cubic yards of earthen material. Alternate No.l <br />addresses the disposal of the excavated material. <br />Crawley Shoreline demonstrated their professionalism during the recent reconstruction of the <br />Sylvan Beach Pier. Since Crawley Shoreline submitted the low bid and has an excellent working <br />relationship with the City, staff recommends authorizing the City Manager to enter into a contract <br />with Crawley Shoreline in the amount of 275,912.25 plus a 10% constriction contingency in the <br />amount of $27,519, for a total contract amount of $303,431.25. <br />Project Benefits, Liabilities and Annual Operation Cost <br />When the course was constricted in 1988 the ponds had an approximate water depth of 5' -6', <br />whereas today due to erosion, 2' -3' is an average depth. Over the years the erosion has not only <br />naturally evolved but the speed at which the erosion has taken place can be attributed to a family of <br />rodents (nutria rats) as well. In the area of Green Seventeen, about 7 -10 feet of bank has been lost <br />to erosion. <br />The City could defer the installation of bulkheads for future years; however in doing so, the <br />erosion will continue and the unit cost to constrict will likely increase. The bulkhead unit cost in <br />2009 -2010 was about $80 per linear foot, whereas the low bid unit price this year is $84 and the <br />2nd and 3rd bidders came in around $95. <br />
