CALL TO ORDER <br />Mayor Rigby called the meeting to order at 6:00 p.m. Members of Council present: Councilmembers <br />Kaminski, Earp, Engelken, Leonard and Martin. Absent: Councilmembers Clausen and Zemanek. Also <br />present were City Secretary Patrice Fogarty and City Manager Corby Alexander. <br /> <br /> <br />2. INVOCATION <br /> The invocation was given by Michael Abportus, Congregation Benim Avraham. <br /> <br />3. PLEDGE OF ALLEGIANCE <br />The Pledge of Allegiance was led by Mayor Rigby. <br /> <br />4. PUBLIC COMMENTS <br />(Limited to five minutes per person.) <br />John Focke, 111 S. Y St., addressed Council in regards to concerns with the number of individuals <br />living in a leased home in his subdivision and the number of vehicles parked at the home. <br /> <br />Catherine Focke, 111 S. Y St., addressed Council regarding two dogs running loose that are owned by <br />the individuals leasing that home in her subdivision. Ms. Focke expressed concerns that the dogs may <br />be a threat. <br /> <br />Charlotte Mahoney, 227 S. Y St., addressed Council and expressed her condolences for the passing of <br />Councilmember Moser and requested Council address the concerns with the individuals leasing the <br />home in her and the Fockes subdivision. <br /> <br />5. CONSENT AGENDA <br />(All consent agenda items are considered routine by City Council and will be enacted by <br />one motion. There will be no separate discussion of these items unless a Councilmember requests an item be <br />removed and considered separately.) <br /> <br />(a) <br />Consider approval or other action regarding the minutes of the regular meeting held on <br />June 8, 2015 P. Fogarty <br />(b) <br />Consider approval or other action regarding an Ordinance vacating, abandoning, and closing a <br />portion of the W. D Street Right-of-Way, the W. E Street Right-of-Way, the S. 13th Street Right- <br />of-Way, the S. 14th Street Right-of-Way, S. 15th Street Right-of-Way, and the entire alley in <br />Blocks 794,826, and 827, La Porte; retaining a 20-foot wide drainage easement within the W.
