Leach Account Number: Department: Administration Amount Budgeted: $30,000 Report: Resolution: Ordinance: Amount Requested: $5,000.00 Exhibits: MOA for Shady River HOA Budgeted Item: YES Exhibits: Project Scope Exhibits: Equipment Sample SUMMARY & RECOMMENDATION As part of the FY 2017 budget, the Council approved funding for Community Co-op projects, where the City would partner with HOAs and other neighborhood groups to complete small beautification and quality of life projects. A total of $30,000 was budgeted with a maximum City contribution per project of $5,000, with $10,000 of this funding coming from the La Porte Development Corporation to fund projects within City parks. All projects would be considered on a first come, first served basis. At the previous Council meeting, the Council approved a project for the Fairmont Park HOA for $5,000, leaving $25,000 available for other projects. Shady River HOA has submitted a project to essentially replace the entire playground area. The mulch, landscape timbers, landscape fabric, existing mulch, and playground border will all be replaced. Additionally, the existing playground itself will also be replaced with new equipment (see exhibit). The total project cost is $30,961.40 based on the quotes obtained by the HOA. The City will contribute $5,000 for the project. The HOA has committed to fund the remainder of the project cost. Pursuant to the attached Memorandum of Agreement, the HOA will handle the procurement. Installation of the improvements is included in the price of the project. As this would not be an addition to a City-owned and maintained facility, the on-going maintenance responsibility would lie with the HOA. Action Required by Council: Consider approval or other action of a Memorandum of Agreement with Shady River HOA for a community cooperation project (playground replacement) for a total City contribution of $5,000.
