W. Payton Bid SUMMARY Sealed bid #19015 for the Hillridge Water Plant Improvements Phase II Re-bid was publicly opened and read on June 25, 2019. The bid was advertised in the Bay Area Observer on May 2 and May 9, 2019, and posted on the City of La Porte website, Public Purchase and CivCast. There were ninety-seven (97) vendors notified with thirty-seven (37) downloading the bid documents from Public Purchase. The access report for CivCast indicated two-hundred eleven (211) plan holders. Six contractors submitted bids. W.W. Payton Corporation submitted the lowest bid in the amount of $1,075,000. The previous bid #19011 returned only one respondent. The bid was rejected by City Council on May 13, 2019. The bidding period was extended to allow for more responses and the construction time was extended to 365 days for substantial completion. References were checked for W.W. Payton Corporation, all returned favorable responses. Staff recommends awarding the project to W.W. Payton Corporation in the amount of $1,075,000.00 with a total project allocation of 1,128,750.00 which includes a 5% construction contingency in the amount of $53,750.00. Project Benefits, Liabilities and Operating Costs Benefits: The proposed project will provide a Booster Plant building that meets code and current TCEQ standards.
