The solicitation thrd was advertised on July 16and July 23in the Bay Area Observer and posted on Allbidsreceived included errors ranging from failure to provide the required bid bond, to incomplete bid forms.Additionally, the base bid, set-up to provide for the construction of a restroom facility, exceeded the anticipated project cost by at least forty percent (40%), with three (3)of the seven(7) base bids exceeding the total project budget.Base bids, for just the restroom, ranged from $457,980 to $838,185.
