Unique Features or Functions of the Proposal <br /> References <br /> Overall Responsiveness. <br /> <br />The evaluation committee reviewed the proposals and the top respondent with the best <br />score was Emergicon, a Texas-based company with over 160 clients. An evaluation <br />chart is attached showing the scores of all the respondents. <br /> <br />The City of La Porte emergency medical billing model will remain with the same <br />customer service for our residents that we currently utilize. The only changes will be a <br />timelier claim submission and follow-up by the external billing service. <br /> <br />Both billing and collection services are available from Emergicon. We currently do not <br />rd <br />use an active 3 party collection process, but it is available if City Council should decide <br />to pursue a more active collection stream. Emergicon provides continuous quality <br />improvement process that will identify trends and potential problems with claims. <br />Emergicon completes annual SOC2Type II audits, performs in house documentation <br />and compliance reviews of all claims submitted. A 24 hour client and patient hotline is <br />provided. <br /> <br />The City of La Porte EMS rates have remained the same since a rate increase in 2005 <br />that City Council approved. Staff will be approaching City Council in the near future to <br />recommend a rate increase to maximize the contractual claim rates set by <br />Medicare/Medicaid and private insurance payers. As part of the RFP process, <br />Emergicon proposed a base commission rate of 7% on all cash collections. There will <br />be no additional fees charged. <br /> <br />EMS Rates Structure <br />Current City of La Porte EMS rates are : <br /> Advanced Life Support (ALS) 1 Emergency - $788 <br /> Advanced Life Support (ALS) 2 Emergency - $788 <br /> Basic Life Support (BLS) Emergency - $788 <br /> Mileage - $10 mile <br /> Treatment/No Transport - $396 <br /> <br />City Of La Porte EMS anticipates a 25-30% increase in cash collections from <br />government and commercial payers utilizing the emergency medical billing service. <br />This is summarized on page 58 of the Emergicon emergency medical billing Proposal <br />to the City of La Porte. <br /> <br />The City of La Porte Purchasing Department received reference responses from EMS <br />agencies currently using Emergicon emergency medical billing services. These <br />agencies highly recommend Emergicon: Robert Hemminger, Director of Emergency <br />Services with the City of Deer Park, Tim Russell, Division Chief of Support Services for <br />City of Coppell Fire Department, and Mike Pool Fire/EMS Chief for the City of Mineral <br /> <br />
