The purchase of the lighting <br />was approved by unanimous vote. It was learned after the meeting that the quotes <br />provided were in fact for UV-C lighting and that UV-C lighting is the industry standard <br />for this type of application and that Far -UVC lighting is less efficient for inactivation of <br />bacteria and viruses. <br />The safety factor provided by far UV-C lighting will be achieved by mounting the units <br />inside the air handler units, thus the lights will be shielded from human contact. Also <br />the access panels will be equipped with a safety switch to disable the light during <br />maintenance to prevent human contact with the lighting. <br />There was some conflicting information in the November 9 packet and staff felt it was <br />important to make this clarification. The costs for the Far UVC lighting would be <br />approximately $3600 per fixture. The cost, per fixture for UVC lighting is $800 (as <br />included in the original quote presented at the November 9 meeting). The project would <br />call for approximately 90 fixture for an estimated cost difference of $252,000 the FAR <br />UVC lighting. The availability of the Far UVC lighting would have an estimated lead <br />time of 4 months to acquire. <br />The CRF allocation for La Porte is a maximum of $1,948,265.00. On August 24, 2020, <br />City Council approved an Interlocal Agreement with Harris County for the Small Cities <br />Assistance Program (SCAP). On October 26, 2020, City Council approved the updated <br />CRF Funding Plan, which allocated $124,694.00 for the purchase and installation of an <br />Ultraviolet (UV) Light Sterilization System at City facilities. <br />In response to COVID-19, City staff have identified opportunities to improve disinfection <br />efforts at City facilities. Ultraviolet light exposure has proven to be effective in sanitizing <br />the air indoors, and improving air quality by minimizing pollutants. Studies have shown <br />UV-C lamps are effective in reducing the spread of bacteria, inactivating certain viruses, <br />and limiting airborne transmission of pathogens. Installation of UV-C lamps in Air <br />Handling Units (AHU) will be beneficial to improving the overall environment of City <br />facilities.
